Opportunity tennessee is organized for the primary purpose of researching, developing, and promoting policies that foster improvement to economic and social outcomes across tennessee. The organization engages in activities designed 1) to advance having a better understanding of various key prospective economic and social policies, including gaining a deeper analysis of how tennesseans view these policies, and 2) to promote those polices among stakeholders, facilitating engagement with key policymakers, who may consider how such policies could benefit tennesseans.

In its initial year, the organization evaluated medicaid expansion and other policies to expand access to healthcare in tennessee and the consequences of advancing such policies. Research was conducted, including what actions other states have taken and overall public opinion about this policy. Public opinion research in the form of polling and focus groups in tennessee were conducted to gain a deeper understanding and analysis of how tennessean attitude have shifted towards this these policy initiatives and how expanding access to healthcare for working families is perceived. The organization also generated original research to outline tennessee's specific policy history as it relates to access to healthcare, cataloguing major initiatives and analyzing those initiatives' impact on later state budgets and health outcomes. The organization also developed a catalog of over 30 state experiences with policies intended to expand access to healthcare, developing insights that inform the organization's efforts to advance economic and social mobility. The activities were conducted by consulting firms with experience in this policy area along with general expertise in research, polling and political analysis. All of the organization s time and resources were dedicated to this policy initiative. The activities were funded by individual, corporate and non-profits donors and all of these funds were allocated to this activity. This activity furthers the exempt purpose by advancing a detailed understanding of a policy matter that could have significant impact on economic and social outcomes across tennessee.

PUBLIC OPINION RESEARCH IN THE FORM OF POLLING AND FOCUS GROUPS IN TENNESSEE WERE CONDUCTED TO GAIN A DEEPER UNDERSTANDING AND ANALYSIS OF HOW TENNESSEAN ATTITUDE HAVE SHIFTED TOWARDS THIS THESE POLICY INITIATIVES AND HOW EXPANDING ACCESS TO HEALTHCARE FOR WORKING FAMILIES IS PERCEIVED. THE ORGANIZATION ALSO GENERATED ORIGINAL RESEARCH TO OUTLINE TENNESSEE'S SPECIFIC POLICY HISTORY AS IT RELATES TO ACCESS TO HEALTHCARE, CATALOGUING MAJOR INITIATIVES AND ANALYZING THOSE INITIATIVES' IMPACT ON LATER STATE BUDGETS AND HEALTH OUTCOMES. THE ORGANIZATION ALSO DEVELOPED A CATALOG OF OVER 30 STATE EXPERIENCES WITH POLICIES INTENDED TO EXPAND ACCESS TO HEALTHCARE, DEVELOPING INSIGHTS THAT INFORM THE ORGANIZATION'S EFFORTS TO ADVANCE ECONOMIC AND SOCIAL MOBILITY. THE ACTIVITIES WERE CONDUCTED BY CONSULTING FIRMS WITH EXPERIENCE IN THIS POLICY AREA ALONG WITH GENERAL EXPERTISE IN RESEARCH, POLLING AND POLITICAL ANALYSIS. ALL OF THE ORGANIZATION S TIME AND RESOURCES WERE DEDICATED TO THIS POLICY INITIATIVE. THE ACTIVITIES WERE FUNDED BY INDIVIDUAL, CORPORATE AND NON-PROFITS DONORS AND ALL OF THESE FUNDS WERE ALLOCATED TO THIS ACTIVITY.
