“This organization is a parent and teacher association (pta). During the 2020-2021 school year, the pta had 208 members. Every spring, a nominating committee approved by the membership creates a slate for the election of the next school year's governing board. At a subsequent meeting, the membership votes and elects the governing board for the next school year. There are many governace decisions that are subject to the approval of the membership. For example, the membership approves the annual budget, the release of funds, and the gifting budget. The membership also ratifies all checks that are written during the school year.”

“A complete copy of this tax return was reviewed prior to the submission of the return. This tax return will be made available to all officers after the return is filed.”

“The california state pta has a conflict of interest policy in their toolkit. All executive board members are required to complete an annual questionnaire confirming that they have read the policy, understand the policy and are in compliance with the policy. In order to monitor and enforce compliance, the treasurer reviews any checks made payable to the board member or any related party to ensure that the check was for reimbursement of expenses or was previously approved by the non-interested board members.”

“The documents are available to the public. The california state pta has available on its website the toolkit which includes the conflict of interest policy and many other governing documents. The lunada bay elementary pta by-laws are available upon request from the parliamentarian. The budget is distributed at the initial pta meeting for the school year and is available any other time upon request. A monthly treasurer's report is presented and distributed at the monthly pta meetings. All of the financial documents (treasurer's reports, bank statements, checks written and deposits) are reviewed by the executive board auditor and the findings are reported 2 times a year at the pta meetings. The tax return is available upon request.”
