Form 990, Part VI, Section B, line 12C

The disclosure of conflicts is called for at each board meeting. Directors who have a personal interest in a matter such that it is a conflict of interest under the organization's conflicts of interest policy, disclose such interest and do not vote on the matter.

Form 990, Part VI, Section B, line 15A

The compensation for other employees is first based on a 3% cost of living increase which is incorporated into the budget, but the organization's co-directors have been given the authority to grant additional increases as they see fit. During 2013, the organiation granted additional compensation increases for some employees to bring their salaries up to comparable market rates. The organization purchased salary surveys and the cfo and the treasurer used them to analyze the compensation being awarded for directors of organizations of similar size and purposes. The co-directors who are not compensated proposed compensation for compensated co-directors. This recommendation is presented to the audit committee which after deliberating makes its compensation determination. The audit committee deliberated on those recommendations and then made its compensation determinations for the salaries of the co-directors.

This team led the production of two reports. These included a report on the expansion of Transitional Kindergarten and one on the Landscape of Early Care and Education in Los Angeles County. Both reports shared intensive research on issues around access to early learning, the profile of the workforce that provides care, and the quality of that care and learning opportunities.

IRS990/ProgSrvcAccomActy2Grp/Desc0In 2016, Advancement Project's Voter Protection Program continued to work with grassroots partners representing communities of color in Arizona, Georgia, Florida, Missouri, North Carolina, Ohio and Virginia to dismantle barriers to the ballot and expand meaningful participation by communities of color. The 2016 elections marked the first presidential election without the full protections of the voting rights act in 50 years, coinciding with new voting restrictions in 14 states that provided an urgent context for our work. We partnered with local voting rights advocates in Florida, Georgia and North Carolina to systematically track thousands of voter registrations to identify errors that could wrongly keep eligible voters off the rolls, and provide advocacy support. We worked with partners in coastal areas in Florida and Georgia who were evacuated and displaced due to Hurricane Matthew just days before the voter registration deadline, to advocate for extension of time for groups to submit voter registration applications. In Missouri and Georgia, we engaged in advocacy to block placement of uniformed police in polling places. We investigated the closure of 70% of the polls in Maricopa County , Arizona during the presidential primaries and engaged in advocacy with the Secretary of State, following which we assisted local grassroots partners in forming the Arizona Commission for Election Accountability to proactively advocate with election officials. As a partner in the national election protection coalition, we participated in Election Protection efforts in Florida, Georgia, Missouri, Ohio and Virginia, monitoring polls, training monitors, observing election-day irregularities and engaging in direct advocacy to assist voters in casting ballots during the 2016 Presidential Elections. In litigation, in North Carolina State Conference of the NAACP v. McCrory, following a month long trial in 2015 we lead a second week-long trial in 2016, which resulted in an unfavorable trial court ruling. We filed an immediate appeal and in July 2016, the Fourth Circuit Court of Appeals blocked the law in its entirety, ruling that North Carolina's voter law targeted African Americans "with almost surgical precision." Advancement Project has now withdrawn as counsel in the case. We also filed an amicus brief in the Virginia Supreme Court in Howell v. McAuliffe supporting the restoration of voting rights to approximately 200,000 Virginians with prior felony convictions who had completed their sentences. We also advanced rights restoration work in Florida in a long-standing collaboration with the Florida Rights Restoration Coalition.

Additionally, we support the national movement to end the school-to-prison pipeline by working alongside national stakeholders and on the ground with local partners by offering communications, legal, policy, and organizing support to grassroots groups in states across the country; which includes bringing the issues that affect young LGBTQ and people of color into the school-to-prison pipeline discussion.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Central Research TeamIn 2016 Advancement Project's Research team finished three literature reviews in support of Californians for Safety and Justice's Blueprint for Community Safety, a Community Safety Scorecard for the City of Santa Rosa, and mentored graduate students updating a Community Safety Scorecard for the City of Sacramento; provided data and visualization support for Unequal Voices: California's Racial Disparities in Political Participation and California Pan-Ethnic Health Network's third edition of Mapping the Landscape of Opportunity; gathered the data for the sixth edition of HealthyCity.org; made maps to make the case for investment to improve early care and education; calculated a Justice Equity Need Index of L.A. County ZIP codes for a Prop 47 campaign, a Transit Equity Opportunity Index of L.A. County ZIP codes for the Investing in Place Transportation Equity Technical Working Group, and five Student Equity Need Indexes for Central Valley school districts' Local Control Funding Formula campaigns; identified high prevention- and maltreatment-need ZIP codes in Los Angeles County for the Los Angeles County Office of Child Protection; and prepared research and data, and held stakeholder input gatherings for Advancement Project's Race Counts initiative. These highlights do not include research, maps, and data we produce or trainings we offer on an ongoing basis (e.g., for ECE or ELL/DLL policy). Each piece of work advances the organization's equity mission.Equity in Public FundsThe Equity in Public Funds program transforms the relationship between City Hall and high-need communities, by empowering communities to engage in the budget and funding fights that matter to them and become high-impact advocates for their needs over the long haul. In 2016, the program worked with parent groups and advocates in Del Norte County, Merced, Fresno, Kern County, and the Coachella Valley to help them advocate for local priorities in school district budgets, including increasing investment in parent engagement and restorative justice programs. We also worked with community partners to get LA County to audit its savings from the recently-passed Prop 47, which lowered jail populations by reducing criminal penalties, so that resources could be moved out of the justice system and into prevention.Health EquityHealth Equity brings about real and immediate change to address the majors of health in low-income communities of color. In partnership with community allies and elected officials, we identify and frame community needs, build community power, and advocate for policy solutions across California. The Health Equity team's major strands of work are Access to Health Care and Transportation Equity. In 2016, the program developed a working definition for transportation equity that is being used as criteria for identifying high need communities to guide investment strategies. The Health Equity team also completed pre-ACA health care coverage and infrastructure analysis to assess how County need and priorities were being updated at the time.HealthyCity.orgHealthyCity.org is an easy-to-use online platform for accessing data, creating maps, and working collaboratively. Beyond providing free access to our curated database of community services and localized data variables, HealthyCity.org offers the ability for users to "tell their own story" by uploading their own data or multimedia to the system. The site first launched in 2003; we completed a major redesign and rebuild of the site in Feb 2017 (version 6).
