Mission and Program Overview

Mission

The Coalition for Humane Immigrant Rights (CHIRLA) was founded in 1986. CHIRLA is a California leader with national impact made of diverse immigrant families and individuals who act as agents of social change to achieve a world with freedom of mobility, full human rights, and true participatory democracy. CHIRLAs mission is to achieve a just society fully inclusive of immigrants. CHIRLA organizes and serves individuals, institutions and coalitions to build power, transform public opinion, and change policies to achieve full human, civil and labor rights. Guided by the power, love, and vision of our community, CHIRLA embraces and drives progressive social change. For over 30 years, CHIRLAs innovative programming in community education, community organizing, legal services, civic engagement, policy and advocacy, and leadership development for youth has served the immigrant communities of the Los Angeles region. CHIRLA was formed in response to the Immigration Reform and Control Act (IRCA

OTHER PROGRAM SERVICES 4: Civic Engagement - CHIRLAs Civic Engagement Program provides education for new and infrequent immigrant voters across California. CHIRLAs program is unique in that it engages immigrants of all status in a Civic Engagement Pipeline. Our CHIRLA pipeline walks volunteers through the process of engaging voters. For those volunteers who are eligible for citizenship, we assist them towards the path to citizenship by helping them with the naturalization process, registering them to vote, and lastly, mobilizing them to vote. In 2016, CHIRLAs Civic Engagement program outreached to over 127,274 low-propensity Latino voters and registered 11,297 new voters and new American voters in the June and November General elections.CHIRLA contacted a total of 127,274 low-propensity voters, which surpassed the 1,200 individuals we contacted during our first campaign in 2004. Additionally, CHIRLA registered 11,297 new voters and new American voters for the 2016 Primary and General Elections. OTHER PROGRAM SERVICES 5: OTHER PROGRAM SERVICES 6: Organizing - CHIRLA organizes a membership base to harness the power of a collective voice. Over the years, CHIRLA has applied principles of community organizing leadership development, strategies and tactics. With a robust and organized membership, CHIRLA coordinates actions to win pro-immigrant policies that make a difference in the lives of members. CHIRLA organizes its membership base into the following committees: Household Worker Committee, Street Vendor Committee, as well as student committees for the California DREAM Network at 35 colleges and universities statewide, and Wise Up! at 10 Los Angeles and Pasadena area high schools. Additionally CHIRLA organizes members into regional committees. These committees meet monthly to plan campaigns and participate in CHIRLA actions such as marches, forums, and town halls, as well as traveling to Sacramento and Washington, D.C. to participate in non-lobbying education of elected officials about the issues affecting low-wage immigrant workers and students and their families.CHIRLA was a leader in the successful passage of SB 1015 (Leyva) Domestic Worker Bill of Rights, which permanently preserves overtime protections for Californias privately hired domestic workers. CHIRLA was also a leader in supporting the fight for Street Vendors Ordinance, which the City of Los Angeles approved on January 31, 2017. The Street Vendors Ordinance decriminalizes all street vending penalties, drops misdemeanors and will develop a policy for vendors to obtain work permits. This policy win will protect over 50,000 immigrant workers from being targets of deportations and will serve to keep families together. OTHER PROGRAM SERVICES 7: Policy and Advocacy - CHIRLA works to advance a local, state and national agenda that wins human, civil and labor rights for immigrant and their families. In 2016, CHIRLA was a leader in the successful passage of SB 1015 (Leyva) Domestic Worker Bill of Rights, which permanently preserves overtime protections for Californias privately hired domestic workers. The Street Vendors Ordinance will protect over 50,000 immigrant workers from being targets of deportations and will serve to keep families together.CHIRLA was a leader in advocating the City of Los Angeles to create the Los Angeles Justice Fund, a $10 million legal defense fund to provide legal coordination for immigrants facing deportation proceedings in Los Angeles. In addition, CHIRLAs team was also instrumental in the creation of the Ad Hoc Immigrant Integration Committee in the Los Angeles City Council and the Los Angeles County Office of Immigrant Integration

IRS990/Desc0U.S. Naturalized Citizenship Program: For over 21 years, CHIRLA has been assisting immigrants with citizenship services through large-scale fairs and through referrals from its Immigrant Access Hotline. CHIRLA was active as a Citizenship Center for the Ya Es Hora Campaign which helped over 1,000,000 individuals to apply for citizenship in 2007. In 2011, CHIRLA expanded its citizenship and legal services and CHIRLA's New American Dream Citizenship program now assists over 1,000 immigrants each year to submit their application for naturalized U.S. citizenship. The staff that assists Legal Permanent Residents (LPRs) has over 30 years of combined experience. CHIRLA's legal staff provides general consultations 3 times a week and carefully evaluates each case, analyzes any red flags and determines whether clients are eligible for U.S. naturalization.

IRS990/ProgSrvcAccomActy2Grp/Desc0Legal Immigration Services - CHIRLA is recognized by the Board of Immigration Appeals (BIA) to provide immigration legal services at low-cost. CHIRLAs legal staff comprises of licensed attorneys, BIA-accredited representatives, Juris Doctors, and trained paralegals. CHIRLAs Legal Services Department has helped thousands of individuals to become citizens, reunite with their families or apply to become a Deferred Action for Childhood Arrival (DACA) beneficiary. CHIRLAs Seize the Dream Program, has educated and assisted 100,000 community members about DACA and submitted over 7,000 DACA initial and renewal applications. CHIRLA is 1 of only 3 legal services providers in the Los Angeles area that is continuing to provide DACA services to immigrant youth, assisting 15-30 clients per week and educating about 350 per month.CHIRLAs legal staff provided the following services: 714 DACA legal screenings/intakes, 807 DACA applications, 493 DACA renewal applications, and provided 780 DAPA screenings/intakes. CHIRLAs legal staff provided 562 Naturalization screenings/intakes and completed a total of 286 Naturalization applications (N-400s). Other legal services provided included: 400 T/U/VAWA/SIJ screenings, 25 initial applications, 300 referrals to other forms of immigration relief, 780 family visa screenings, and 40 initial applications, and 390 individuals seeking Asylum services were referred to other forms of immigration relief.
IRS990/ProgSrvcAccomActy3Grp/Desc0Family Unity Program - CHIRLAs Legal Services includes a dedicated team to help families find the best permanent immigration relief available. These services include U-Visas (visas for victims of crime), Violence Against Womens Act (VAWA), family petitions and deportation defense. These are designed to give affordable access to knowledgeable immigration attorneys; used to screen for all and any relief available followed by CHIRLA in-house representation or tailored referral to an affordable attorney with the required knowledge for handling the specific case.
