Mission and Program Overview

Mission

The film foundation is a nonprofit organization established in 1990 dedicated to protecting and preserving motion picture history. By working in partnership with archives and studios, the foundation has helped to restore over 925 films, which are made accessible to the public through programming at festivals, museums, and educational institutions around the world. The film foundation's world cinema project has restored 50 films from 28 different countries representing the rich diversity of world cinema. The foundation's free educational curriculum, the story of movies, teaches young people - over 10 million to date - about film language and history.

The foundation is dedicated to protecting and preserving motion picture history.

TO DATE, 64 FILMS HAVE BEEN RESTORED AND SCREENED EXPOSING A NEW GENERATION TO CLASSIC CINEMA AND EDUCATE AUDIENCES ON THE IMPORTANCE FOR ITS PRESERVATION. AS PART OF THE WCP, THE FOUNDATION CREATED THE AFRICAN FILM HERITAGE PROJECT TO LOCATE, RESTORE AND PRESERVE SIGNIFICANT AFRICAN TITLES IN PARTNERSHIP WITH THE PAN AFRICAN FEDERATION OF FILMMAKERS AND UNESCO. IN ADDITION, THE WCP PROVIDES TRAINING FOR STUDENTS AND ARCHIVISTS THROUGH ITS RESTORATION FILM SCHOOL HELD AT PARTNERING INSTITUTIONS AROUND THE WORLD.CRUCIAL TO THE FOUNDATION'S MISSION IS PROVIDING ACCESS TO ALL THE TITLES IT HELPS TO PRESERVE AND RESTORE. SEC. 1.170A-9(F)(3) PROVIDES THAT AN ORGANIZATION WILL BE TREATED AS "PUBLICLY SUPPORTED" UNDER THE FACTS AND CIRCUMSTANCES TEST EVEN IF IT FAILS TO MEET THE 33 1/3 PERCENT MECHANICAL TEST. UNDER THE FACTS AND CIRCUMSTANCES TEST, AN ORGANIZATION WILL BE TREATED AS PUBLICLY SUPPORTED IF IT NORMALLY RECEIVES A SUBSTANTIAL PART OF ITS SUPPORT FROM GOVERNMENTAL UNITS, FROM DIRECT OR INDIRECT CONTRIBUTIONS FROM THE GENERAL PUBLIC, OR FROM A COMBINATION OF THESE SOURCES, AND MEETS CERTAIN OTHER REQUIREMENTS. THE PERTINENT FACTORS SET FORTH IN THE REGULATIONS ARE DISCUSSED BELOW:I) TEN PERCENT-OF-SUPPORT LIMITATION: THE ORGANIZATION'S PUBLIC SUPPORT PERCENTAGE HAS BEEN 34.72% IN 2020, 32.60% IN 2021, 29.31% IN 2022, 28.43% IN 2023 AND 29.40% IN 2024 OVER THE 5 YEAR LOOK-BACK PERIOD, WHICH EXCEEDS THE 10% FLOOR FOR CONSIDERATION AS A PUBLIC CHARITY. II) MAINTAINING A CONTINUOUS AND BONA FIDE PROGRAM FOR SOLICITATION OFFUNDS:THE FILM FOUNDATION (TFF) CONTINUES TO REACH OUT TO THE GENERAL PUBLIC ANDCOMMUNITY VIA ONLINE AND FUNDRAISING MAILINGS ANNUALLY. IN ADDITION, THEFOUNDATION CULTIVATED RELATIONSHIPS AND FUNDING FROM NON-PROFITORGANIZATIONS. WITH THE IMPACT OF THE WRITERS GUILD OF AMERICAAND SAG-AFTRA STRIKES, TFF DECIDED NOT TO MOVE FORWARD WITH A 2024 MAILINGGIVEN THAT THE INDUSTRY ACTIVITIES WERE HALTED AND THE FINANCIAL EFFECTS WERE DAMAGING.III) SOURCES OF SUPPORT, REPRESENTATIVE GOVERNING BODY, AND PROVIDINGFACILITIES AND SERVICES FOR THE BENEFIT OF THE GENERAL PUBLIC:TFF RECEIVES A SIGNIFICANT CONTRIBUTION FROM ITS BOARD MEMBERS AND RELATEDFOUNDATIONS. ALL OUR FILMMAKERS HAVE A DIRECT LINE TO AND IMPACT ON THEPUBLIC AND COMMUNITY AT LARGE; AND THEY ARE OUT SPOKEN ABOUT FILM LITERACYEDUCATION, THE IMPORTANCE OF FILM AND ITS IMPACT ON CULTURAL ANDHISTORICAL HISTORY AND THE IMPORTANCE OF MAINTAINING FILM PRESERVATION ASA PART OF OUR OWN HISTORY. THROUGH THE FOUNDATION'S PUBLIC EXHIBITIONPROGRAM, IT ALSO PROVIDES SCREENINGS TO THE PUBLIC OF OUR COMPLETED FILMRESTORATIONS. AND FINALLY, THE FOUNDATION'S EDUCATIONAL PROGRAM THE STORYOF MOVIES, IT PROVIDES FREE MATERIALS TO OVER 150,000 TEACHERS NATIONWIDE.IV) EXPLANATION ON HOW THE ORGANIZATION WILL REACH A 33.33% PUBLIC SUPPORT PERCENTAGE: TFF WILL INCREASE ITS PUBLIC OUTREACH THROUGH DIRECT FUNDRAISING MAILINGS FOR PUBLIC SUPPORT, AS WELL AS EXPAND ITS REACH TO SUBMIT PROPOSALS TO ADDITIONAL NON-PROFIT ORGANIZATIONS.
