The 990 is reviewed by the audit committee, chairpersons and treasurers of the supported organizations. Members discuss relevant matters and ask questions of staff. Once approved, staff are directed to provide copies to all board members prior to filing/submission.

Form 990, Part VI, Section B, Line 12C

The organization requires board members and key employees to complete the conflict of interest disclosure on an annual basis. Attestation of receipt of the conflict of interest disclosure is performed by the senior manager of policy & administration. If conflicts of interest are disclosed, board members discuss the impact of such disclosures upon decision making and requires members with the conflicts to abstain themselves. The company has assigned the director of finance & administration to monitor all compliance issues.

Form 990, Part VI, Section B, Line 15

The process for determining compensation of the ceo and key employees occurs at the supporting organization level. The committee of the supporting organization is made up of independent board members as verified by the completion of conflict of interest disclosures. In this minuted meeting, comparability data from independent sources is reviewed and a decision is made regarding the appropriateness of the compensation arrangements for key employees. The committee informs the full supporting organization board as to their decision regarding the appropriateness of the compensation arrangements and any changes that were advised. The board approves the decision of the committee. The ceo goes through an additional level of review with the full board which includes a performance review and compensation review utilizing independent data sources. At that time, modifications, if any, are made and contemporaneously minuted.

FORM 990, ORGANIZATION'S MISSION (CONTINUED FROM PART I, LINE 1):

In this commitment to our mission, "our community" is defined as japanese american and japanese older adults and their families, caregivers and the community organizations that support them. The organization expanded its reach from a focus on long-term health care facilities to broadly engaging and supporting thousands of japanese american and japanese older adults throughout los angeles, orange, and ventura counties. This strategic change was researched and developed over several years. Due to seniors' increasing desire to age in place at home, decreasing utilization of healthcare facility-based care, rising healthcare costs and greater acculturation within our community, keiro moved from facility-based services where keiro could serve up to 600 people at any time to address the needs of approximately 70,000 japanese american and japanese seniors who have or will have needs. In addition, for each senior who needs support, there are many more family and informal caregivers. Keiro strives to support japanese american and japanese older adults to age with confidence by equipping them with knowledge, resources and assistance so they can effectively manage their lives and wellbeing wherever they call home. Keiro works cooperatively with community partners and agencies to improve the health and circumstances of older adults through the holistic lens of genki living principles. We support older adults who desire to live independently as long as they are able to do so safely. Keiro fosters a sense of community among japanese american and japanese older adults to reduce isolation and educate older adults and their families to make informed decisions and thoughtful plans, including end of life issues. While carrying out this mission, keiro has maintained our core values of respect for the elderly, integrity, compassion, community, stewardship and cultural sensitivity.

FORM 990, PART III, LINE 4A CONTINUED:

2) awarded $499,283 in grants to 41 organizations to support programs and services for older adults and caregivers in january 2018. 3) partnered with ucla center for health policy research to oversample the japanese population in california as part of the california health interview survey. 4) supported residents of the four senior care facilities previously owned by keiro after the sale through culturally-sensitive programming and activities, including yaki imo and onigiri oyatsu (potato and rice snacks, oshogatsu (new year's luncheon celebration), mochitsuki (new year's rice celebration), setsubun (spring festival), hinamatsuri (girl's day festival), and subscriptions to japanese newspapers and monthly cultural programming. 5) provided case management/referral services, including placement in a long-term care facility, locating in-home care agencies, and accessing services. 6) partnered with providence health & services to provide culturally sensitive palliative care to older adults with serious illnesses and/or debilitating symptoms and their families. 7) partnered with little tokyo service center to provide support for a multipurpose gathering space for older adults, expansion of the caregiver support services, and establishment of a client assistance fund for older adults with limited resources.

Financial Statement Notes

PART X, LINE 2:

The organization is exempt from income taxes under irc section 501(c)(3). Accordingly, no provision has been made for income taxes. The organization has evaluated its tax positions and the degree of certainty as to whether those positions will be sustained in the event of an audit by federal and state taxing authorities. The primary tax positions evaluated are related to the organization's continued qualification as a tax exempt organization and whether there are unrelated business income activities that would be taxable. Management has determined that all income tax positions are more likely than not (over 50%) of being sustained upon potential audit or examination. Therefore, no disclosures of uncertain income tax positions are required. The organization files information returns in the u.s. Federal jurisdiction and the state of california. The statute of limitations for federal and california state purposes is generally three and four years, respectively.
