Fair housing monitoring, outreach and education, housing rights training, counselling and case analysis. Have several grants to provide these services to the public on behalf of several city jurisdictions including the City and County of Los Angeles and the County of Ventura.

An advocate in encouraging the existence and maintenance of a multi-ethnic neighborhood, provide leadership and coordination for the elimination of illegal discrimination against individuals seeking housing, provide fair housing monitoring, outreach and education, counselling, case ligation and mediation.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The Form 990 and related schedules are prepared by the Accountant based on the Organization's accounting records. The accounting records are currently undergoing the required single audit. The reports were reviewed by the Organization's Executive Director, Board Treasurer and Board President. If everything is correct and complies with all the requirements of the grant funders and applicable federal and state regulating agencies, it is approved by the Board President and Treasurer, signed by the Executive Director and submitted to the appropriate filing agencies.

The Organization maintains a written conflict of interest policy. The Organization's Executive Director monitors and enforces compliance with this policy.

OTHER PROGRAM SERVICES 4: The Housing Rights Center has twenty four (24) other smaller pass-through contracts with other Southern California cities utilizing CDBG funds to provide similar fair housing services to community residents. The Organization has provided assistance to individuals and families from these cities with housing concerns involving potential discrimination issues, conducted investigations, provided mediations, outreach and education programs and other related activities to promote fair housing.

Form 990, Part XII, Line 3B

The Organization's general ledger and related accounting records are currently undergoing its annual single audit. Completion of the audit report is expected to be within the next 60 days. Delays have been due to unavailability of staff, continued off-site work schedules, increase in program services delivery being prioritized and the continuing related effects of the pandemic and disasters that have happened in California.

Other Liabilities - Balance Sheet Part X

Southern California Housing Rights Center provides to its regular employees and part-time employees working at least 20 hours per week, as part of its Employee Benefits, vacation leave based on employees years of service to the Organization. Vacation hours are accrued up to a certain limit. Unused vacation hours are reflected on the books at its current value based on the employees current salary rates. Applicable Federal FICA social and Medical taxes are also accrued on the books.

Financial Statement Notes

Part X : FIN48 Footnote

Housing Rights Center, Inc. is exempt from Federal income taxes under Section 501(c)(3) of the Internal Revenue Code and California income taxes under section 23701(d) of the California Revenue and Taxation Code. The IRS classified the organization as one that is not a private foundation within the meaning of section 509(a) of the Code because it is an organization described in section(s) 509(a)(1) and 170(b)(1)(A)(vi). Housing Rights Center, Inc. follows Financial Accounting Standards Board Accounting Standards Codification (ASC) Section 740-10, which clarifies the accounting for uncertainty in income taxes. ASC Section 740-10 prescribes a recognition threshold and measurement attribute for the financial statement recognition and measurement of a tax position taken or expected to be taken in a tax return. ASC Section 740-10 requires that an organization recognize in the financial statements the impact of the tax position if that position will more likely than not be sustained on audit, based on the technical merits of the position. IRS990/Desc0In fiscal year 2023-2024, the Housing Rights Center assisted the City of Los Angeles on its COVID-19 program activities for assisting affected renters who have fallen behind on rents and utilities payments and facing evictions. HRC helped process submitted applications for residency, income and related qualifications for the program and issuance of the rental assistance funds. The programs have been extended and are still continuing to the next fiscal year.

The Organization has provided assistance to individuals and families from these cities with housing concerns involving potential discrimination issues, conducted investigations, provided mediations, outreach and education programs and other related activities to promote fair housing.

IRS990/ProgSrvcAccomActy3Grp/Desc0During its 2023-2024 fiscal year, the Housing Rights Center provided fair housing services to the City of Los Angeles as a sub-recipient of federal CDBG grant funds. This program assisted 7,580 individuals with housing concerns. 1,485 of which involved potential discrimination issues. HRC conducted factual investigations for 175 of these complaints to remedy possible legal disputes. HRC also provided the City's residents with a diverse outreach/education program consisting of presentations, media campaigns, trainings events and other related activities.
