A sub-committee of finance and audit committee members and project concern international management meet and review the draft form 990, providing comments resulting in some minor revisions of the document. Then, the finalized form 990 is distributed to the entire board of directors via e-mail prior to its submission to the irs.

Members of the board of directors, officers, and key staff are covered under the conflict of interest policy. Conflicts are reported to the ceo who determines if a conflict exists, in consultation with the audit committee as needed. Transactions deemed to constitute a conflict are disclosed to the board (for board matters) or a disinterested senior member of management (for non-board matters) and the person with the conflict abstains from the vote, but may be asked to share information relevant to the decision or may be asked to leave the room during the discussion, depending on the circumstances.

PCI is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code ("IRC") and Section 23701(d) of the California Revenue and Taxation Code, except to the extent of unrelated business taxable income as defined under IRC Sections 511 through 515. PCI had no provision for unrelated business income taxes for the years ended September 30, 2016 and 2015. PCI had no unrecognized tax benefits or liabilities as of September 30, 2016 and 2015. PCI files an exempt organization return in the United States federal jurisdiction and with the Franchise Tax Board in the state of California.

IRS990/Desc0FOOD SECURITY: PCI takes a comprehensive approach to improving health outcomes by integrating its food security programs with nutrition, health, agricultural development, food aid, and disaster risk management interventions. PCI has implemented 20 USAID Title II food assistance projects since 1997, and is currently implementing projects in Malawi and Guatemala. Through the Njira program in Malawi, PCI is working to build pathways to sustainable food security in the Balaka and Machinga districts. PCI has overall responsibility for Njira's program management, technical leadership, implementation, project monitoring and evaluation, coordination with partner organizations, commodity management, and reporting to USAID. As an implementing partner on the USAID-funded PAISANO program in Guatemala, PCI is leading all project interventions in five of the project's 13 target municipalities, managing distribution of over one-third of the project's commodities, and spearheading the project's cross-cutting goal to improve the status of women. In Guatemala, the USAID-funded ACCION project is reducing hunger and improving nutrition for over 2,700 families through food distribution and vouchers. The program also links public health services to the community, and has reached over 7,000 people through health and nutrition fairs. Through funding from USDA, PCI has designed and implemented an additional 25 food aid projects in Tanzania, Indonesia, Bolivia, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, and the Central American region. PCI is currently implementing three USDA food programs in Tanzania, Guatemala, and Nicaragua. Through USDA-funded school-based food security programs in Nicaragua, Guatemala and Tanzania, over 220,000 students received a hot, nutritious meal daily in 2016.
