Governance Explanations

Form 990, Part VI, Section A, Line 1A

There is an Executive Committee whose members include the current officers and any past chairmen; the committee met regularly during the year.

Form 990, Part VI, Section B, Line 11B

This form 990 is reviewed by management and the members of the Boards Audit Committee and is shared with the Board. Following these reviews, the form 990 is sent to the full Board immediately before filing. The Board is provided with the names of the members involved in the aforementioned review process.

Form 990, Part VI, Section B, Line 12C

To implement the conflict of interest policy, board members of CADA submit annual reports in January indicating either that they have no conflicts of interest or that describe any potential conflicts. These reports are reviewed by the Executive Director and any potential conflict would be reported to the Finance Committee to be resolved. In the absence of resolution, the matter would be referred to the Board of Directors by the Finance Committee.

Form 990, Part VI, Section B, Line 15A

The Board of Directors through the Executive Committee conducts a bi-annual review of the Executive Director. CADAs Board Chair leads the review discussion. After review and approval of the Executive Committee, a summary of the review process is discussed at the next regularly scheduled Board meeting following the Executive Committee's review. The Board Chair reviews the Executive Directors performance evaluation with the Executive Committee and Board input with the Executive Director. Compensation is determined by two primary factors: i) review of Executive Director salaries at other non-profit agencies of comparable size and complexity and ii) performance evaluation of the Executive Director.

Form 990, Part VI, Section C, Line 18

CADAs forms 990 are available upon request as well as on-line through guidestar.org and charitynavigator.org. CADAs governing documents, conflict of interest policy and audited financial statements are available to the public at the Organizations business with an advance appointment.

Form 990, Part VI, Section C, Line 19

Form 990, Part II, 4B, Program Service Accomplishments

Adult Treatment:Project Recovery Outpatient Treatment Centers: CADAs Project Recovery Outpatient Treatment Centers in Santa Barbara and Lompoc are designed to meet thevaried needs of adults with alcohol and drug abuse and dependence issues. Treatmentplans are individualized with additional services to support recovery, including health care, mental health services, job placement, sober living environments, and building a sober support system in the community. All treatment is evidence based and trauma informed. With 12 groups offered daily, clients can attend treatment before and after work as needed. CADA also provides groups for Spanish-speaking clients. Project Recovery Services for Court-Mandated Clients address underlying substance abuse and mental health issues and support their long-term recovery. In some cases, this can lead to having the court charges dismissed. Project Recovery also provides unique treatment and support for adults with co-occurring substance abuse and mental health issues which helps them understand and address the relationships between chemical dependency and mental illness. CADAs Resource and Referral Center provides confidential assessments, counseling, referral, and information to individuals and families in need of substance abuse-related services on a walk-in basis or over the phone. The Center also provides drug and alcohol trainings and educational presentations to the community.Perinatal Treatment: CADAs Perinatal Program provides treatment services topregnant and parenting women with substance abuse issues and helps them developnew coping skills to create healthy and nurturing lifestyles for themselves and their children. The program provides education and support as well as treating the mothers drug dependency and addressing any co-occurring mental health conditions. There is no cost to clients enrolled in the Perinatal Program, which includes free onsite childcare and meals for children up to age six, transportation to and from the program, and snacks for the mothers.Adult Residential Treatment Services (ARTS): CADAs ARTS for men and women isa 12-bed facility located in downtown Santa Barbara. The program provides 24-hoursupervision to assist with withdrawal from drugs and alcohol, followed by residential treatment for up to 90 days. Services include up to five daily treatment groups, individual counseling, and attendance at 12-Step meetings and community recovery activities. Staff work with clients while in residence to develop a discharge plan that will engage them in ongoing outpatient treatment and community recovery groups, as well as ensure that they have other needed support such as housing and medical care.Court-Mandated Counseling and Education: CADA is committed to helping reducethe economic impact of substance abuse and other behavioral health concerns on thelocal economy through adult education and counseling programs that supportindividuals struggling with these issues. CADAs goal is to help clients remainproductive in the workplace and avoid the criminal justice system. Programs include the Multiple Offender Drinking Driving Program which is an 18-month program for offenders with multiple convictions for drinking and driving, and the PC-1000 Court Ordered Diversion Program, a 26-week series of group and individual counseling sessions for non-violent and non-sales drug offenders that provides the opportunity to attend a treatment program and have the charges dismissed upon completion of the sessions.Community Mental Health Services: CADA offers therapy for clients whose primarydiagnosis is a mental health condition. Experienced therapists offer confidential mental health counseling to individuals, couples, families, and children at CADAs offices in Santa Barbara, Santa Maria and Lompoc.Total program expenses were $2,656,078, including grants of $0 and revenue of $2,269,052.

Form 990, Part II, Line 4A, Program Service Accomplishments:

Youth Substance Abuse Treatment:Daniel Bryant Youth and Family Centers: CADAs Daniel Bryant Youth and FamilyCenters in Santa Barbara, Santa Maria, and Lompoc, provide safe and effectiveoutpatient treatment for youth struggling with substance abuse and co-occurring mental health disorders. CADAs programs for youth ages 10 to 19 offer a continuum of treatment services using evidence-based practices, based on the assessed needs ofeach youth. Each client receives an in-depth assessment of their treatment needs, including any co-occurring mental health disorders. Together, the therapist and client develop an individualized treatment plan. Treatment includes individual counseling, family therapy, group therapy, psychoeducation, and where appropriate, coordinated Medication-Assisted Treatment (MAT). In addition to serving youth enrolled in treatment, the Centers provide a place where families can drop in and seek help, which may include requesting drug testing, assessments, or referrals to other community resources. Parent education and support groups at the Daniel Bryant Youth and Family Centers improve parenting skills, family communication and parents knowledge of addiction in children and teens. CADA is the only nonprofit agency in Santa Barbara County offering Multi-Dimensional Family Therapy (MDFT), an evidence-based and highly effective treatment considered the gold standard for adolescent substance abuse treatment.Youth Diversion Programs: CADAs Youth Diversion Programs encompass two separate but complementary offerings that both offer restorative opportunities rather than punishment for low-level community and school infractions. Youth EmpowermentServices (YES) is a program aimed at diverting youth from the juvenile justice system operated in partnership with the Santa Barbara County Probation Department and the University of California Santa Barbara. Teens and their parent(s) are referred to YES by a law enforcement or probation officer for offenses that qualify for a restorative justice program instead of being referred to the juvenile justice system. The program includes a wide variety of interventions to address mental health needs, substance abuse concerns, social/emotional skills, and help for families (parents, siblings). YES case managers help each participant develop a Restorative Action Plan. It can include a variety of classes; individual, group or family counseling; parent education and support groups; and community service/learning opportunities or tutoring. The plan can range from a few short classes to several months of weekly counselingsessions, depending on what the needs assessment tells us about what services willprovide the greatest benefit. YES case managers and therapists provide ongoingcoaching to each participant to help them meet their goals.Students can also be referred by their school for a full range of diversion services that can also include a Teen Court component. Teen Court is a peer review court available to youth when case managers determine that it is an appropriate option in addition to or in lieu of other diversion services. The client and their parents appear in front of a court that consists of a volunteer judge or local attorney, and a jury of teen peers who review the case and create a personalized, restorative sentence that holds the individual accountable for their actions. After this review, a sentencing agreement is developed using established guidelines. These agreements often include community service, service as a juror in future Teen Court cases, written letters of apology, written essays and creative projects, education classes and group sessions. Financial Statement Notes

Part V, Line 4: Intended uses of the endowment fund.

CADA has designated funds for the purpose of program stabilization. The temporarily restricted endowment supports program expenses for outpatient treatment for youth. The permanently restricted endowment is intended to generate revenue to support the ongoing activities of CADA.

Part X : FIN48 Footnote

CADA is a California nonprofit public benefit corporation, which is exempt from taxes on income under Internal Revenue Code section 501(c)(3) and State of California Revenue and Taxation Code Section 23701(d); therefore, no provision for income taxes has been reflected in the accompanying financial statements. The Organization qualifies for the charitable contribution deduction under Section 170(b)(1)(A) and has been classified as an organization that is not a private foundation under Section 509(a)(1).CADA evaluates uncertain tax positions, whereby the effect of the uncertainty would be recorded if the outcome was considered probable and reasonably estimable. As of June 30, 2023, CADA had no uncertain tax positions requiring accrual. CADAs Forms 990, Return of Organization Exempt from Income Tax, for each of the tax years ended June 30, 2022, 2021, and 2020, are subject to examination by the IRS, generally for 3 years after they were filed. CADAs Forms 199, California Exempt Organization Return, for each of the tax years ended June 30, 2022, 2021, 2020, and 2019, are subject to examination by the Franchise Tax Board, generally for 4 years after they were filed.
