Mission and Program Overview

Mission

The roots of the los angeles didi hirsch psychiatric service dba didi hirsch mental health services ("dhmhs") extend back to the 1930s, when a group of women funded psychiatric care for people whose lives were devastated by the depression. Beginning with just $5,000, and space provided by cedars of lebanon hospital, in 1942, these philanthropic pioneers formally incorporated as a 501(c)(3)-the first freestanding nonprofit outpatient clinic for adults in los angeles county.today, didi hirsch mental health services provides compassionate mental health, substance use, and suicide prevention services to individuals and families, especially in communities where discrimination and injustice limit access.

See Schedule O For 75 years, Didi Hirsch Mental Health Services (DHMHS) has transformed lives by providing quality mental health, substance use and suicide prevention services in communities where stigma or poverty limits access. Our roots go back to the 1930s when a group of women funded psychiatric care for families devastated by the Great Depression. In 1942, with $5,000 and space provided by the Cedars of Lebanon hospital, these philanthropic pioneers established the first nonprofit mental health clinic of its kind in Los Angeles. In 1974, the agency was renamed in honor of social worker Didi Hirsch after she and her husband, I. Kingdon Hirsch, donated the matching funds for it to become a federally-designated Community Mental Health Center.

Governance Explanations

Form 990, Part VI, Section B, line 11B

A copy of the Form 990 is reviewed by the Budget & Finance Committee of the Board of Directors. The Committee reports on its review and recommends approval of the return at the next full meeting of the Board of Directors. Prior to this meeting, a copy of the Form 990 is made available to each board member.

Form 990, Part VI, Section B, line 12C

As a standard practice, every member of the Board of Directors is required to complete a Conflict of Interest form on an annual basis.

Form 990, Part VI, Section B, line 15

The Personnel Committee of the Board of Directors reviews performance and compensation of the agency's CEO and CFO on an annual basis and reports their recommendations in an "executive" session of the Board. In determining compensation, the Committee reviews comparable salary and benefit information of peer organizations in the community, which include the latest Center for Non-Profit Management's Compensation and Benefit Survey: Southern and Central California; Los Angeles' Association of Community Human Service Agencies' (ACHSA) CEO Salary Survey; and Pay scale-Los Angeles. In addition, it receives a report from an independent compensation consultant.

Form 990, Part VI, Section C, line 19

Didi Hirsch Mental Health Services shares its year-end financial statements on its website as part of its publication of the agency's Annual Report. It does not publish governing documents or its Conflict of Interest policies. These documents can be made available upon request.

Financial Statement Notes

Part X, Line 2:

Didi Hirsch Mental Health Services is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by Didi Hirsch in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. Didi Hirsch's returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.

IRS990/Desc0Mental Health Services - See Schedule ODHMHS provides caring outpatient and residential behavioral healthcare services throughout Los Angeles and Orange Counties. Armed with an operating budget of $46 million, 500 staff and 200 volunteers-and delivering services through neighborhoods from Pacoima to Inglewood, to West LA and MacArthur Park-the agency served 111,000 children, family members, adults and older adults through 11 community-based locations and 100 schools. By doing so, DHMHS has responded to a significant need as more than 88% of our mental health and substance use clients served live at or below the poverty level. Outpatient Services-DHMHS offers individual, family, and group counseling; psychiatric medication management; and case management for adults and children. Intensive services are delivered to those experiencing severe mental illness in community, home, and clinic settings. On the campuses of almost 100 schools, our therapists help students address emotional and behavioral challenges and succeed in their studies. Clients also gain mental and physical well-being through participation in peer-led support groups, classes, and recreational activities organized by our Wellness Centers.Crisis Residential Care-DHMHS is Los Angeles County's longest serving provider of crisis residential treatment, operating two residences, Jump Street and Excelsior House. Through our short-term program, men and women in psychiatric crisis-many of whom are homeless or at-risk of becoming homeless-regain stability and improve their mental health and living situations.Specialized Children's Services-As the first mental health partner in the Los Angeles Child Abduction Task Force established in 1992, DHMHS continues to help abducted youth reunite with their families after being recovered. Our agency also provides specialized foster care services to assess and treat children who have experienced trauma and abuse. Many of these children are five-years-old and younger, so through our Zero to Five program we help at-risk families with young children develop positive relationships that lay the foundation for future success. Specialized programs in South Los Angeles, Inglewood and the MacArthur Park neighborhoods provide support and therapeutic treatment and healing to youth recovering from the harrowing, solitary journeys they took from former war-torn countries in Central America-many of which are still marked by significant violence and lawlessness-to the United States. Additionally, a dedicated program tailored to youth ages 15-24 utilizes therapy and medication to help young people manage their illnesses and assists them in pursuing and attaining their educational and employment goals. Because of its commitment to cutting-edge research findings and best practices, DHMHS is an active and contributing member of the National Child Traumatic Stress Network (NCTSN). Suicide Prevention-The Suicide Prevention Center (SPC) operates the oldest 24/7 suicide prevention crisis line in the nation. This hotline utilizes the services and support of English- and Spanish-speaking counselors available at all times and Korean- and Vietnamese-speaking counselors during peak hours. In calendar year 2017, through this hotline as well as the Disaster Distress Helpline and SPC Chat line, staff responded to 102,304 calls, chats and texts from distressed individuals. Staff and volunteers provide prevention training at schools, law enforcement agencies, hospitals, counseling centers, and places of worship. Our Suicide Response Team offers immediate support at the scene of suicides through a partnership with the Los Angeles Mayor's Crisis Response Team. For those who have lost a loved one to suicide, SPC provides bereavement support groups and telephone counseling. It also offers support groups to individuals who have attempted suicide. This support group curriculum for survivors of suicide attempts has been accepted by a national registry and ordered 1,000+ times
