THE COMMUNITY REDEVELOPMENT AGENCY (CRA)OF THE CITY OF LOS ANGELES HAS CONTRACTED WITH THE SAN PEDRO CHAMBER OF COMMERCE TO BE THE THE ORGANIZATION THROUGH WHICH THE ACE DISTRICT STRATEGY IS ADMINISTERED. THE CITY OF LOS ANGELES HAS ACCEPTED AN ACE PLAN WHICH WAS DEVELOPED WITH CONSULTANTS AND A FORMATION COMMITTEE MADE UP OF ARTIST, RESTAURATEURS, ARTS ORGANIZATIONS AND PROPERTY OWNERS IN THE DOWNTOWN SAN PEDRO AREA. THE CRA/LA SUPPLIES FUNDING ($100,000 ANNUALLY) AND DEFINES QUALIFYING AND FUNDING CRITERIA WHICH ARE CLEARLY DETAILED IN THE REQUEST FOR QUALIFICATIONS (RFQ) AND THE REQUEST FOR PROPOSALS (QFD)DOCUMENTS WHICH ARE ISSUED COMMUNITY-WIDE. ULTIMATELY, ONLY PRE-QUALIFIED ARTISTS AND ARTS ORGANIZATIONS CAN SUBMIT A PROJECT PROPOSAL(RFP) FOR GRANT CONSIDERATION. THE RFQ SELECTION AND THE RFP SELECTION OF FINAL PROJECTS FOR GRANT AWARDS IS DONE BY A REVIEW PANEL WHICH MUST FOLLOW STRICT GUIDELINES SET BY THE CRA/LA AND MUST ADVANCE THE ACE PLAN. THE CHAMBER UNDER CONTRACT WITH CRA/LA PERFORMS THE SCOPE OF WORK NECESSARY FOR PLAN IMPLEMENTATION AND GRANT ADMINISTRATION.
