The Form 990 is provided to the TLPI Board of Directors Finance Committee (TLPI Board President Abby Abinanti, TLPI Treasurer Margrett Kelley, and TLPI Board Member Lucille Echohawk) prior to filing (by PDF or fax) for their review and comment.

Form 990, Part VI, Section B, line 12C

The organization regularly and consistently monitors and enforces compliance with the Conflict of Interest Policy by: (1) Ensuring that all new TLPI employees are informed concerning the policy; (2) Periodically reminding/explaining the policy to TLPI employees; (3) Ensuring that federal procurement policies (which are designed to minimize these problems) are followed; (4) Careful monitoring of all TLPI contracts/payments including more than one level of review and approval; (5) Investigating any instances where issues concerning potential conflicts of interest arise; and (6) Meeting with the affected employee whenever issues concerning potential conflicts of interest arise to address it.

The TLPI body that reviews and approves compensation is comprised of the seven members of the TLPI Board of Directors. Compensation for the Executive Director and key employees are reviewed and approved by the TLPI body, based upon comparable salary and benefits data (from salary and benefit surveys) for similar nonprofit organizations of similar budget size, that are located in the same, or similar geographic region.

TLPI is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by the TLPI in their federal and state exempt organization tax returns are more likely than not to be sustained upon examination. TLPI's returns for the years ended are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.

IRS990/Desc0Office of Juvenile and Delinquency Prevention Tribal Youth Resource Center: TLPI, in collaboration with project partner, the National Native Children's Trauma Center, provided a range of individualized, intensive, culturally-specific, trauma-informed tribal TTA to support tribal efforts to prevent and reduce juvenile delinquency by strengthening tribally driven approaches along the juvenile justice continuum including delinquency prevention and intervention initiatives; interventions for court-involved youth; treatment services for at-risk/high-risk youth, services for youth in detention or out-of-home placement; and services for children who are victims of sex trafficking.

Developed, maintained and updated the Walking On Common Ground Website (www.walkingoncommonground.org). Provided resources on Tribal Law and Order Act (TLOA) and Violence Against Women Act (VAWA). 2. Office on Violence Against Women (OVW) Violence Against Women Act 2022 Special Tribal Criminal Jurisdiction Training and Technical Assistance Project (VAWA STCJ TTA): Provided support training and technical assistance (TTA) specific to grantees and potential grantees of the OVW Tribal Jurisdiction program to plan for, implement and exercise Special Tribal Criminal Jurisdiction (STCJ). Provided learning opportunities and TTA to tribal leadership, judges, courts, prosecutors, defense counsel, law enforcement, court services, victim advocates, child welfare staff, and other internal and external partners within the tribal justice system. Specific activities include continued support for the Intertribal Working Group (ITWG).3. Pass-through contract with Colorado Seminary/University of Denver: Administration on Children, Youth, and Family (ACYF) Children's Bureau Capacity Building Center for Tribes provided technical assistance to Title IV-B and Title IV-E American Indian and Alaska Native Nations.4. Pass-through contract with the University of North Dakota: Assisted with implementation of goals under its Tribal Court Assistance Program Award.5. Pass-through contract with the National Opinion Research Center (NORC), University of Chicago: Assisted with the development of the Bureau of Justice Statistics Census of Tribal Courts.6. Pass-through contract with the National Indigenous Women's Resource Center: Assisted with training and technical assistance under the project entitled ARP Support for Survivors of Domestic Violence and Sexual Assault from Culturally Specific Populations Grant Program.7. Pass-through contract with the University of Connecticut: Assisted the National Quality Improvement Center on Family Centered Reunification in providing consultation and SME in Tribal child welfare systems, lead recruitment of Tribal projects as well as the readiness work to engage Tribal sites in applying to be a demonstration site with the National Quality Improvement Center.8. A series of relatively small training and technical assistance contracts with various tribes and organizations.

Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by the TLPI in their federal and state exempt organization tax returns are more likely than not to be sustained upon examination. TLPI's returns for the years ended are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.
