The Executive Director, the Director of Finance and Operations, and the Finance Committee of the Board of Directors review the form prior to its filing.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

The Board performs an annual review of the policy and amends the policy as appropriate. In addition, the Board performs a review of annual disclosure questionnaires received under this policy and considers appropriate actions to promote compliance with this policy.

The Board reviews a current Nonprofit Compensation Associates survey to determine compensation for the Executive Director. The Board's deliberation and decision are documented in the board minutes. OTHER PROGRAM SERVICES 4: Other program activities:B:E works with an outside firm to evaluate its service performance throughout the year in order to improve outcomes. As a result of this process, recognition of the need is identified and new programs are also developed. B:E also coaches other similar non-profits.

Part IV, Line 2B: Explanation of escrow account liability

Host Housing participants' savings are recorded as a liability. These savings are issued to the participant upon leaving the program.

Part V, Line 4: Intended uses of the endowment fund.

The quasi-endowment is intended to set aside a three month operating reserve.

In the fiscal year 2014-2015 B:E provided transitional housing services to 81 unduplicated youth. THP+: B:E housed 23 unduplicated youth in its community houses and 36 youth in its host housing model. THP+FC: In September of 2014 Beyond Emancipation got licensed by State of California to provide THP+FC transitional housing for non-minor dependents ages 18-21 and their children, who are still in care. In FY 2014-2015 B:E served 19 unduplicated youth in its THP+FC Community Housing and 3 youth in THP+FC Host Housing programs.

IRS990/ProgSrvcAccomActy2Grp/Desc0Employment Support:Education Support: B:E supports youth to complete high school, secure their diploma or obtain a GED and actively supports youth on multiple post secondary pathways including 2 and 4-year degree programs, and vocational and career and technical education. In fiscal year 2014-2015 Beyond Emancipation supported 413 youth with education services. B:E's b2b program is a 2-year comprehensive college support and retention program offered in partnership with Laney Community College. In 2014-2015, b2b served 25 youth intensively at Laney College. Employment Support: B:E supports youth to connect with local employers, improve their resumes and cover letters, and to explore career pathways and vocational training opportunities. In fiscal year 2014-2015, B:E supported 178 youth with employment services.B:E also offers supported employment through internships and fellowships in partnership with Alameda County and local businesses. The New Beginnings Fellowship program is coordinated with Alameda County and provides participants with a 6 month paid internship in Alameda County offices along with weekly team-building, professional development and group coaching facilitated by B:E. In 2014-2015, 21 youth participated in the New Beginning Fellowship Program.In FY 2013-14 Beyond Emancipation launched a new culinary training program: GROW Oakland that provides current and former foster youth with high-quality, employer-designed training that equips them for jobs in the culinary field such as prep and line cooks, station managers and front-of-house personnel. The training includes 180 hours of classroom learning, preparation for securing California Serv Safe Certification, paid internships and job placement support. In FY 2014-15 Beyond Emancipation ran two cohorts, each with 9 youth, in its culinary training program.
