Financial Statement Notes

Part X : FIN48 Footnote

The Organization has obtained tax-exempt status from the Internal Revenue Service under Section 501(c)(3) of the Internal Revenue Code and from the Franchise Tax Board under Section 23701(d) of the California Revenue and Taxation Code. Accordingly, no provision for federal income tax or California Franchise Tax has been made.The Organization has evaluated its current tax positions as of June 30, 2021 and is not aware of any significant uncertain tax positions for which a reserve would be necessary. The Organizations tax returns are generally subject to examination by federal and state taxing authorities for three and four years, respectively, after they are filed.

IRS990/Desc0As we approach our 30th anniversary,HEPPAC remains the leader in providing integrated Harm Reduction services in non-clinical settings in Northern California East Bay. Key services include: Syringe exchange (collecting and dispensing new ones) - food bank - medical assisted treatment (MAT) linkages - acupuncture - Hep C / HIV testing and linkages to treatment,case management - overdose prevention and education to community partners - narcan distribution, safe sex and harm reduction supplies, wound care kits - substance use navigatorsOur target population is People Who Inject Drugs (PWIDs) and People Who Use Drugs (PWUDs)including those impacted by Stimulant Use Disorder (StUD) and the LGBT communities.Key Accomplishments for Fiscal Year 2020-2021: Alameda and Contra Costa CountyPROGRAMATIC 1. Our biggest accomplishment was to provide uninterrupted services to the population we serve during the COVID 19 pandemic.2. Provided our services to over 10,237 clients.3. Exchanged 767,812 sterile syringes that prevented many of our clients from acquiring IV drug use related illnesses such as HIV and HCV.4. Collected and securely disposed of 476,674 used syringes that otherwise would create a public health hazard in public rights of way: streets, homeless encampments, parks ect.5. Developed and implemented a new partnership with Highland Hospital and the Bridge Clinic in Oakland in order to increase linkages and access to Medical Assisted Treatment(MAT) to opioid users in the bay area During the reported period we secured MAT treatment for 98 clients. This new initiative is supported by a grant from Sierra Foundation.6. 110 BIPOC clients participated in a new program,Black Drug Users Health Hub(B- DUHB) received training and shared their experiences linked to effects on the War on Drugs(WOD).This program is supported by the California Harm Reduction Initiative CHRI, the state component of the National Harm Reduction Coalition NHRC.7. Tested 385 Persons Who Use Drugs PWUDs for Hep C, linking 38 identified positive to primary care and treatment.8. Distributed 6900 doses of narcan which we believe saved over 1000 lives.FUNDING:1. Grant award from Sierra Health Foundation: East Bay MAT Expansion (EBME)2. Grant award from California Harm Reduction Initiative (CHRI) B-DUHB3. Grant award from Cal PEP.
