Mission and Program Overview

Mission

Harm reduction coalition (hrc) is a national advocacy and capacity-building organization that promotes the health and dignity of individuals and communites impacted by drug use. Hrc advances policies and programs that help people address the adverse effects of drug use including overdose, hiv, hepatitis c, addiction, and incarceration. We recognize that the structures of social inequality impact the lives and options of affected communities differently, and work to uphold every individual's right to health and well-being, as well as in their compentence to protect themselves, their loved ones, and their communities.

The mission of harm reduction coalition (hrc) is national harm reduction education, intervention, and community to reduce drug related harm.

The conflict of interest policy applies to members of the board of directors, officers, and other employees who are in a position to influence any substantive business decision between the coalition and a vendor. If it is determined that a potential conflict exists, the individual is prohibited from participating in the decisions of the transaction.

The subcommittee of the board of directors reviews the compensation of the executive director by investigating salary through comparison of other related agency compensation plans and independent salary surveys. Determination of salary is also influenced by individual performance. Their recommendation is made to the full board and a vote taken. This process was last undertaken in 2018.

The organization has a committee that assumes responsibility for oversight of the audit of its financial statements. For fiscal year 2019, the organization changed its selection of an independent accountant.

Form 990, Part X, Line 3, 4, 27 and 28

The organization hereby amends the following beginning of year amounts on the balance sheet to reconcile to the audited financial statements: pledges and grant receivable decreased from $959,017 to $906,894, a decrease of $52,123. Accounts receivable increased from $19,712 to $71,835, an increase of $52,123. Net assets without donor restrictions increased from $1,234,923 to $1,234,924, an increase of $1. Net assets with donor restrictions decreased from $644,393 to $644,392, a decrease of $1.

Financial Statement Notes

PART X, LINE 2:

Hrc is exempt from federal income taxes under internal revenue code section 501(c)(3) and, therefore, has made no provision for federal or state income taxes in the accompanying financial statements. Hrc has also been determined by the internal revenue service not to be a "private foundation" within the meaning of section 509(a)(1) of the internal revenue code ("irc") and therefore has been determined to be a public charity under the irc. Other significant tax positions include its determination of whether any amounts are subject to unrelated business income tax ("ubit"). Management has determined that hrc had no activities subject to ubit in the years ended december 31, 2019 and 2018. All significant tax positions have been considered by management and it has been determined that all tax positions would be sustained upon examination by tax authorities. Hrc is required to file form 990 (return of organization exempt from income tax), california 199 and the new york char500, which are subject to federal and state examinations, generally up to three years, from the extended due date of the tax return. The federal and state forms for 2016 through 2018 are open to federal and state examination as of december 31, 2019.
