Participating members: all persons, firms, corporations, associations, and governmental or public entities or agencies who join the corporation and present, own or work closely with underground facilities.stakeholder members: non-charter and/or participating member persons, entities, or affiliates who are responsible for the protection of, detection of, excavation of, and education about, underground facilities in the area served by the corporation.”
