Mission and Program Overview

Mission

Volunteers of america, utah's mission is to provide a bridge to self- reliance and health for vulnerable individuals and populations who struggle with homelessness, addiction, and mental illness in the wasatch front communities. The agency vision is to seek to be the best organization to eliminate despair, foster hope and facilitate safety and empowerment among some of the most vulnerable people in utah by operating human service programs and providing opportunities for people to experience the joy of serving others.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

Organization's process to review form 990 a final copy of the form 990 is provided to the audit committee prior to the required irs filing date. The audit committee reviews and documents their approval of the form 990 and then reports their review and approval to the board of directors. Each board member is provided with a copy of the form 990 prior to filing with the irs.

Form 990, Part VI, Section B, Line 12C

Enforcement of conflicts policy all board members, officers, agents, and employees of the organization are required to disclose all real or apparent conflicts of interest that they discover or that have been brought to their attention in connection with the organization's activities. An annual disclosure statement is circulated to board members, officers, and certain identified agents and employees for their review and signature. New board members are expected to sign a disclosure statement at the time they join the board. The president/chief executive officer is responsible for ensuring that all board members, officers, agents, employees, and independent contractors of the organization are made aware of the organization's conflict of interest policy.

Comepnsation process for top official the executive finance committee reviews comparability data, wage surveys and other available information to determine the president/ceo's compensation. This compensation is then reviewed and approved by the board of directors on an annual basis. Compensation process for officers the compensation of other officers is reviewed and compared to available data, wage surveys, and other available information. The compensation of key employees is approved by the president/ceo and is available for board review.

Form 990, Part III, Line 3

A) during the fiscal year, voa's redwood road facility expanded social detoxification services by 50 beds for the salt lake valley underserved populations. This 75,000 square foot building also provides a permanent residence for its cornerstone counseling center and administration offices. B) voa treatment services and intensive behavioral services divisions continued to expand its mental health services to those in need with intensive case management team providing services at the geraldine e king women's resource center and the youth resource center. C) as part of its plan to become a certified community behavioral health center (ccbhc), cornerstone counseling center offers its "open access" program, providing quick access to mental health and substance use disorder treatment for underserved populations. D) the prevention & recovery from early psychosis (prep) team provides support for individuals experiencing their first episode of psychosis or who are at high risk of developing psychosis. Prep provides a coordinated specialty care treatment model to provide supportive services for clients, including case management, medication management, therapy, family education/support, and employment or education support. Prep is a program offered as part of the cornerstone counseling center.

The organization believes that it has appropriate support for any tax positions taken affecting its annual filing requirements and, as such, does not have any uncertain tax positions that are material to the financial statements. The organization would recognize future accrued interest and penalties related to unrecognized tax benefits and liabilities in income tax expense if such interest and penalties are incurred.

IRS990/Desc0PROMOTING SELF-SUFFICIENCY FOR INDIVIDUALS AND FAMILIES WHO HAVE EXPERIENCED HOMELESSNESS, OR OTHER PERSONAL CRISES, INCLUDING CHEMICAL DEPENDENCY, INVOLVEMENT WITH THE CORRECTIONS SYSTEM, AND UNEMPLOYMENT, WITH A FOCUS ON SOLUTION-ORIENTED APPROACHES, USING A CONTINUUM OF SERVICES FROM PREVENTION TO INTERVENTION TO LONG-TERM SUPPORT. 1. THE SUBSTANCE ABUSE PROGRAMS PROVIDE SOCIAL MODEL DETOXIFICATION AND WITHDRAWAL SERVICES PRIMARILY TO VERY LOW INCOME AND HOMELESS CLIENTS. THE TREATMENT PROGRAMS VARY IN LENGTH DEPENDING ON NEED AND MAY EITHER BE OFFERED AT ONE OF THE ORGANIZATION'S DETOXIFICATION CENTERS, OR OUTPATIENT TREATMENT CENTERS. SUBSTANCE ABUSE COUNSELING WITH CASE MANAGEMENT AND/OR LIFE SKILL TRAINING IS GIVEN TO ENABLE CLIENTS TO BECOME SELF-SUFFICIENT, PRODUCTIVE MEMBERS OF SOCIETY. 2. VOA OPERATES ITS MEN'S DETOXIFICATION CENTER IN SALT LAKE CITY. THE CENTER FOR WOMEN AND CHILDREN, LOCATED IN MURRAY, PROVIDES SOCIAL DETOX SERVICES TO WOMEN WITH A SAFE AND SUPERVISED PLACE TO WITHDRAW AND PREPARE FOR THE NEXT STEP OF TREATMENT AND RECOVERY. WOMEN CAN BRING THEIR DEPENDENT CHILDREN UP TO AGE 10 INTO THE CENTER WITH THEM. BOTH DETOXIFICATION CENTERS CAN ACCEPT MEDICAID FOR SOCIAL DETOXIFICATION SERVICES WHICH WILL HELP PROVIDE MORE ACCESS TO ADDICTION TREATMENT AS WELL AS MEDICAL SERVICES FOR THOSE IN NEED.3. THRIVE (TRANSFORMATIVE HELP IN REINTEGRATING INDIVIDUALS THROUGH VOCATIONAL EMPLOYMENT) (PREVIOUSLY VOCATIONAL EMPLOYMENT SUPPORT TEAM (VEST)) IS A SUPPORTED EMPLOYMENT PROGRAM TO HELP CORNERSTONE COUNSELING CENTER CLIENTS FIND AND KEEP MEANINGFUL AND COMPETITIVE JOBS IN THE COMMUNITY. THESE INDIVIDUALS MAY STRUGGLE WITH BARRIERS WHICH MAY INCLUDE MENTAL HEALTH, CRIMINAL HISTORY, OR SUBSTANCE ABUSE HISTORY. CLIENTS ARE PAIRED WITH AN EMPLOYMENT SPECIALIST WHO ASSISTS THEM WITH PERSONALIZED JOB SEARCH, JOB PLACEMENT AND SUPPORT. 4. THE HOMELESS OUTREACH PROGRAM (HOP) CONDUCTS STREET OUTREACH TO CONNECT WITH HOMELESS INDIVIDUALS WHO ARE LIVING ON THE STREETS, IN PARKS, ALONG RIVERS, AND SPENDING DAYTIME IN LIBRARIES, ETC. THEY MEET BASIC NEEDS AND LINK HOMELESS INDIVIDUALS TO COMMUNITY SERVICES INCLUDING SHELTERS, DETOX CENTERS, MEDICAL PROVIDERS, BENEFITS, AND WORKFORCE SERVICES AS WELL AS COMMUNITY HOUSING TO STABILIZE PEOPLE. VOA OPERATES A 200-BED EMERGENCY SHELTER AND RESOURCE CENTER FOR HOMELESS WOMEN. THE GERALDINE E. KING WOMEN'S RESOURCE CENTER (GEK) IS THE LARGEST RESIDENTIAL PROGRAM OPERATED BY VOA IN A 60,000 SQUARE FOOT FACILITY OWNED BY SHELTER THE HOMELESS. THE PROGRAM BEGAN OPERATION IN AUGUST 2019 AND IS OPERATED AS PART OF THE ADULT HOMELESS DIVISION. CURRENTLY VOA OPERATES THE RESOURCE CENTER AS AN OVERFLOW SHELTER WITH AN ADDITIONAL 50 75 BEDS TO EASE THE HOMELESS CRISIS IN SALT LAKE CITY.
