Governance Explanations

Form 990, Part VI, Section B, Line 11B

The tax return is prepared by an outside accounting firm. After completion of said returns, the organization is sent a draft of the tax returns to be reviewed and examined. The organization makes copies of the returns and distributes to those individuals charged with governance. Those individuals at that time can review and if applicable discuss any line items in the return with the account who has prepared the return. If all items are found to be acceptable, in authorization is signed and provided to authorize the outside firm to process, sign and provide copies of the to filed (paper or electronic) with the designated governmental agencies. The tax returns are then signed by the Organization, stamped and mailed with certified return receipt or the signed form 8879 is provided to the outside accounting firm allowing electronic filing.

The Organization has received tax exempt status under section 501(c)(3) of the Internal Revenue Code and Section 23701(d) of the State of California Revenue and Taxation Code. The Organization is annually required to file a Return of Organization Exempt from Income Tax (Form 990) with the IRS along with related state filings. The related tax returns are subject to examination by federal and state taxing authorities generally for three years after they are filed. The Organization has determined that there are no material uncertain tax positions that require recognition or disclosure in the financial statements.

We were able to assist 1376 households with $1,295,503.26 in water & waste water assistance.2022 LIHEAP EHA, WPO & EHCS- Assist in payment of utility bills including PG&E, propane and oil, and replacing old unsafe heaters with new safe and efficient heaters. Our program can also replace old nonworking air conditioners and water heaters. Program is available in Lake, Mendocino, Napa, Solano, Sonoma and Yolo Counties. In 2023, we assisted 5 households with $17,509.26 in Emergency Heating, Cooling & Water Heating services. Under our Utility Assistance programs in 2023, we were able to assist 114 households with $62,161 in utility assistance.2022 LIHEAP Weatherization - Assist Low income households with home weatherization. The program is available in Lake, Mendocino, Napa, Solano, Sonoma and Yolo counties. In 2023 we assisted 1 household and had expenditures of $8,688.52.2022 SLIHEAP EHA, WPO & UA. Assist in payment of utility bills including PG&E, propane and oil accounts. Program is available in Lake, Mendocino, Napa, Solano, Sonoma and Yolo Counties. In 2023 we assisted 12 households with expenditures of $5,155.00 in utility assistance.2023 SLIHEAP EHA, WPO & UA. Assist in payment of utility bills including PG&E, propane and oil accounts. Program is available in Lake, Mendocino, Napa, Solano, Sonoma and Yolo Counties. We assisted 422 households with expenditures of $313,040.00 in utility assistance.2023 LIHEAP EHA, WPO & EHCS- Assist in payment of utility bills including PG&E, propane and oil, and replacing old unsafe heaters with new safe and efficient heaters.
