Mission

Catholic charities creates access to opportunities for self-sufficiency by providing innovative and compassionate services to people of all backgrounds, beliefs, and cultures.

Catholic charities of the diocese of santa rosa dba catholic charities of northwest california (catholic charities) is engaged in charitable activities in the roman catholic diocese of santa rosa (the diocese). The diocese encompasses sonoma, lake, mendocino, napa, del norte, and humboldt counties in northwest california. Catholic charities serves over 20,000 children and adults annually through services across its six-county service area, providing housing and homeless services, health and financial wellness programs, senior services, immigration counseling, and long-term disaster recovery assistance.

The approval of the incumbent roman catholic bishop of the diocese of santa rosa (the organization's sole member) is required to dissolve the corporation.

The form 990 is prepared by an independent tax accountant and reviewed by management; adjustments are made, as necessary. A complete copy of the form 990 is provided to all members of the governing body prior to filing with the internal revenue service.

Annually, members of the board of directors and employees submit to the administrative services manager a disclosure form identifying any circumstances which could contribute to a conflict of interest. The administration services manager reviews the disclosure and makes it known to the chief executive officer with a recommendation for appropriate action. The chief executive officer submits annually to the board of directors a report on conflict of interest episodes. Prior to any action on a contract or transaction involving a conflict of interest, a board member or employee having a conflict of interest shall disclose all facts material to the conflict of interest. The conflicted individual does not participate in or hear the board or committee's discussion of the matter except to disclose the material facts and to respond to questions, and is not permitted to vote on the contract or transaction.

Financial Statement Notes

PART V, LINE 4:

Endowment earnings are used to sustain the organization's core programs, including services for individuals and families experiencing homelessness, affordable and supportive housing programs, senior services, immigration legal services, financial stability and crisis response, community food distribution, and other assistance for vulnerable community members.

PART X, LINE 2:

Catholic charities and caritas are qualified organizations exempt from federal income taxes and state franchise taxes under section 501(c)(3) of the internal revenue code ("irc") and section 23701d of the california revenue and taxation code, respectively. U.s. Gaap requires management to evaluate the tax positions taken and recognize a tax liability (or asset) if the organization has taken an uncertain tax position that more-likely- than-not would not be sustained upon examination by taxing authorities. Management has analyzed the tax positions taken and has concluded that as of june 30, 2025, there are no uncertain tax positions taken or expected to be taken that would require recognition of a tax liability (or asset) or disclosure in the consolidated financial statements. Catholic charities and caritas are subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods pending or in progress.

THIS PROGRAM IS SUPPORTED BY LOCAL HOSPITALS.FAMILY CENTER - WITH 192 BEDS, THIS SANTA ROSA SHELTER HELPS FAMILIES MOVE FROM HOMELESSNESS TO STABLE HOUSING AS SAFELY AND RAPIDLY AS POSSIBLE. SERVICES INCLUDE HOUSING-FOCUSED CASE MANAGEMENT, SOBRIETY SUPPORT GROUPS, PARENTING SKILLS SUPPORT, MEALS AND CHILDREN'S SERVICES INCLUDING SCHOOL COORDINATION AND CHILDCARE REFERRALS. THE ORGANIZATION HAS A COMMUNITY PARTNERSHIP WITH HEAD START THROUGH SONOMACAN WHO OPERATES AN EARLY EDUCATION PROGRAM FOR CHILDREN AGES 0-5 YEARS.SAMUEL L JONES HALL - THIS PROGRAM IN SANTA ROSA PROVIDES 213 BEDS OF YEAR-ROUND EMERGENCY SHELTER FOR SINGLE ADULTS EXPERIENCING HOMELESSNESS IN A FACILITY OWNED BY THE CITY OF SANTA ROSA. IN ADDITION TO PROVIDING SHELTER, CATHOLIC CHARITIES WORKS CLOSELY WITH COMMUNITY PARTNERS, SO RESIDENTS HAVE ACCESS TO HEALTHCARE, SOBRIETY SUPPORT GROUPS, COUNSELING, AND HOUSING-FOCUSED CASE MANAGEMENT.RAINBOW HOUSE FAMILY SHELTER - LOCATED IN NAPA, RAINBOW HOUSE SERVES FAMILIES EXPERIENCING HOMELESSNESS WITH AT LEAST ONE CHILD UNDER 18, AS WELL AS MOMS IN THEIR THIRD TRIMESTER OF PREGNANCY. CLIENTS ARE REFERRED FROM NAPA COUNTY COORDINATED ENTRY.HOMELESS OUTREACH SERVICES TEAM (HOST) - HOST PROVIDES OUTREACH TO PEOPLE LIVING IN UNSHELTERED LOCATIONS THROUGHOUT SONOMA COUNTY, LINKING THEM TO PHYSICAL HEALTH, MENTAL HEALTH, AND ECONOMIC ASSISTANCE SERVICES AS WELL AS TO COORDINATED ENTRY. PROJECT AREAS ARE DEFINED AS ANYWHERE UNSHELTERED HOMELESS PERSONS ARE FOUND, INCLUDING WATERWAYS, TRAILS, AND ENCAMPMENTS. SERVICES OFFERED BY HOST FACILITATE ENTRY INTO HOUSING AND IMPROVE THE HEALTH AND WELL-BEING OF INDIVIDUALS EXPERIENCING HOMELESSNESS. HOST WORKS IN COLLABORATION WITH LOCAL GOVERNMENT SERVICES.DROP-IN CENTER - THE DROP-IN CENTER, LOCATED IN THE CARITAS CENTER IN SANTA ROSA, OFFERS A DROP-IN DAY PROGRAM FOR ADULT MEN AND WOMEN EXPERIENCING HOMELESSNESS. DIGNITY SERVICES PROVIDED ON SITE INCLUDE FREE LOCKERS, SHOWERS, LAUNDRY, TELEPHONE, MAIL SERVICE, AND PROGRAM REFERRALS. THE HOMELESS SERVICES CENTER SERVES UPWARDS OF 2,000 PEOPLE ANNUALLY.CARITAS CENTER - CARITAS CENTER'S 48,000 SQUARE FEET, 3-STORY BUILDING, INCLUDES A FAMILY SHELTER, HEAD START SCHOOL, HOUSING CASE MANAGEMENT, A DROP-IN DIGNITY CENTER, AND A RECUPERATION SHELTER, AS WELL AS A NEW HEALTH CLINIC PARTNERSHIP WITH SANTA ROSA COMMUNITY HEALTH. THE PRIMARY OBJECTIVE OF CARITAS CENTER IS TO PROVIDE A BRIDGE FROM HOMELESSNESS TO HOUSING THROUGH FULLY INTEGRATED SERVICE.CARITAS HOMES - CARITAS HOMES WILL CONSIST OF 128 PERMANENT, AFFORDABLE HOUSING APARTMENTS. CARITAS HOMES 1 (PHASE ONE) WAS FUNDED, BUILT, AND MANAGED BY THE ORGANIZATION'S NONPROFIT AFFORDABLE HOUSING DEVELOPMENT PARTNER, BURBANK HOUSING DEVELOPMENT CORPORATION. CONSTRUCTION OF CARITAS HOMES 1 (64 UNITS) BEGAN IN FISCAL YEAR 2023 AND OPENED IN JULY 2024. A PORTION OF THE APARTMENTS ARE SET ASIDE FOR FORMERLY HOMELESS SENIORS, VETERANS, AND OTHER VULNERABLE INDIVIDUALS, WITH THE REMAINING UNITS DESIGNATED FOR LOW-INCOME FAMILIES AND SINGLES WHO WORK BUT ARE UNABLE TO AFFORD MARKET RENTS.SANTA ROSA COMMUNITY HEALTH (SRCH) - THE ORGANIZATION HAS A COMMUNITY PARTNERSHIP WITH SRCH TO HANDLE THE PRIMARY HEALTH CLINIC AT CARITAS CENTER WHICH OFFERS SERVICES FOR PRIMARY AND PEDIATRIC CARE, WOMEN'S HEALTH SERVICES, AND MORE.
