The remaining board or committee members shall decide if a conflict of interest exists.Procedures for Addressing the Conflict of Interesta. An interested person may make a presentation at the governing board or committeemeeting, but after the presentation, he/she shall leave the meeting during the discussion of, and the vote on, the transaction or arrangement involving the possible conflict of interest.b. The chairperson of the governing board or committee shall, if appropriate, appoint a disinterested person or committee to investigate alternatives to the proposed transaction or arrangement.c. After exercising due diligence, the governing board or committee will determine whether the Organization can obtain with reasonable efforts a more advantageous transaction or arrangement from a person or entity that would not give rise to a conflict of interest.d. If a more advantageous transaction or arrangement is not reasonably possible under circumstances not producing a conflict of interest, the governing board or committee shall determine by a majority vote of the disinterested directors whether the transaction or arrangement is in the organizations best interest, for its own benefit, and whether it is fair and reasonable. “OTHER PROGRAM SERVICES 4: Learning Institute & Other Programs: The Learning Institute seeks to improve the quality of child care programming in the county through targeted training, technical assistance and mini grants for child care programs. The Inclusion Project has a team of trained facilitators who go into child care classrooms and family child care homes to assist with the transition of a child with special needs into the program. The facilitators work directly with the children, modeling best practices for the care giver, and support the parents through what is sometimes a very difficult transition. The Council also has a lending library with equipment, toys and materials specifically designated for children with special needs which child care programs can access. OTHER PROGRAM SERVICES 5: Preschool Makes a Difference: Program supports families who are not able to afford preschool and do not qualify for a subsidy scholarship for their 3 to 5 year old to attend a high quality preshool. The facilitators ensure that the preschools maintain a high quality of care, culturally and lingustically appropriate for participants and focus on children from birth through 5. Currently, 144 children are receiving assistance.$109,812”
“The Council has adopted Financial Accounting Standards Board Accounting Standards Codification (ASC) Section 740-10, which clarifies the accounting for uncertainty in income taxes. ASC Section 740-10 prescribes a recognition threshold and measurement attribute for the financial statement recognition and measurement of a tax position taken or expected to be taken in a tax return. ASC Section 740-10 requires that an organization recognize in the financial statements the impact of the tax position if that position will more likely than not be sustained on audit, based on the technical merits of the position. As of and for the year ended June 30, 2014, the Council had no material unrecognized tax benefits, tax penalties or interest. The Councils Forms 990, Return of Organization Exempt from Income Tax, for the years ending 2012, 2011, 2010, are subject to examination by the IRS, generally for 3 years after they were filed.”

Family child care providers may also participate in the Councils Child Care Food Program which provides partial reimbursement for meals which meet nutritional standards set by the U.S. Department of Agriculture. To better serve the needs of low-income children and families, the Council has begun to reach out to license exempt care givers who frequently serve these families, and offer them the training and support available to those participating in the Child Care Food Program. More than 6,000 children and their families are positively impacted by their child care providers participation in the Councils Child Health and Nutrition programs. |
