Mission

CATS helps those most in need get off the street, achieve stability and establish permanent housing by providing compassionate, culturally sensitive services. We provide a wide range of services to chronically homeless adults 18 and over including drop-in, emergency shelter, transitional housing, residential substance abuse treatment, permanent supportive housing and support services including transportation, food, janitorial service and medical respite workers to a Medical Respite program in partnership with Dept. of Public Health, who provided medical services.

Governance Explanations

Form 990, Part VI, Section B, line 11B

The Form 990 is prepared by an outside firm. Once prepared, a draft of the completed return is sent to the VP of Finance for review. After the VP of Finance reviews and approves a final draft, the draft is presented to the C-team following to the finance committee of the Board of Directors. Upon approval by finance committee chair, Form 8879 is signed by the VP of Finance, authorizing outside accounting firm to file electronically with designated governmental agencies. The outside accounting firm will provide evidence of electronic filing to the organization along with paper returns for distribution to all individuals charged with governance and for the agency's records.

Board members as well as management are required to complete a conflict of interest questionnaire annually.

Community Forward SF, Inc. participates in a non-profit survey called Fair Pay for Northern CA Nonprofits Survey which is produced by a non-profit compensation associates firm based in Oakland, California. Salaries are reviewed annually using the survey and to ensure minimum levels required by State and Federal labor laws. The board reviews and approves the Co-CEOs salary increase.

The Organization is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by the Organization in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. The Organization's returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.

IRS990/Desc0Medical Respite, Sobering Center & Managed Alcohol Program:Community Forward partners with the San Francisco Department of Public Health (DPH) to operate our Medical Respite, Sobering, and Managed Alcohol Program (MAP). Together, we provide respite beds, sobering facilities, and managed alcohol beds to support medically fragile individuals, those seeking sobriety facilities, and individuals living with alcoholism who are impacted by homelessness. Those programs also offer temporary housing and specialized support services, helping patients stabilize and transition to longer-term solutions as they heal. This facility significantly reduces the frequency of emergency room visits, police interactions, and EMS calls for its patients, saving the city substantial costs. Additionally, beds at Medical Respite, Sobering and MAP are intentionally designed to offer services at a reduced cost compared to hospital care, making them and more efficient and cost-effective solution for addressing critical needs.

The program specializes in helping those who have been turned aways by other systems of care regain stability, dignity, and a path forward.Housing Subsidies:Our subsidy program, Ending Trans Homelessness, is a partnership with the Department of Homeless and Supportive Housing that are designed to support transgender individuals, gender nonconforming people, and women, helping participants secure and retain stable housing. Our services include housing-focused case management, housing location assistance, housing coordination, subsidy administration, and landlord liaison support. We walk alongside participants at every step - from identifying suitable housing to securing documentation, connecting them to essential resources, and developing personalized housing stability plans.
