Mission

As part of its broad continuum of services, Victor Treatment Centers, Inc. operates a 24-hour residential treatment facility for severely emotionally disturbed and mentally ill minors also providing special education and mental health services. VTC also provides special education which provides a positive experience and a comprehensive educational curriculum. VTC receives most of its funding from county and state agencies, with certain portions of its funding originating from the federal government.

Victor Treatment Centers, Inc.'s (VTC) mission "is to be a catalyst for sustained improvement in the lives of those we touch." Victor Treatment Centers, Inc. is a 24-hour residential treatment facility for severely emotionally disturbed and mentally ill minors also providing special education and mental health services. VTC also provides special education services to children who have suffered multiple school failures. VTC receives most of its funding from county and state agencies, with certain portions of its funding originating from the federal government.

Governance Explanations

Form 990, Part VI, Section B, line 11B

A copy of the Form 990 is provided to the governing body before it is filed. The draft Form 990 is reviewed by the Board Chair with agency staff and the agency audit firm which prepares the Form 990. Any questions are discussed and resolved. It is then available to Board members before being filed. After this review, the Form 990 is filed.

Form 990, Part VI, Section B, line 12C

Each year, the Board of Directors reviews the conflict of interest policy and has each Board member sign a document that either discloses any possible conflict of interest or states no such relationship exists. Any related party transactions are also reviewed and discussed as part of the independent audit. Any actual or potential conflicts are discussed and decisions made related to their appropriateness.

Form 990, Part VI, Section B, line 15

The compensation of the CEO is reviewed and set by the Board of Directors and benchmarked against similarly situated agencies utilizing an independent compensation study and compensation consultant. This analysis is documented and presented to the Board of Directors for review, deliberation and approval at a closed session Board meeting. The agency benchmarks compensation of key employees utilizing Guidestar as well as other salary surveys to ensure that compensation is within industry guidelines. The benchmark results are documented and reviewed by the Board of Directors and the minutes of the review and approval for CEO and key employees are recorded and maintained. When applicable in the fiscal period, any other officers or key employees' compensation is determined by the same process.

The organization makes its governing documents, conflict of interest policy, and financial statements available to the public. All such documents and statements are available upon request. The Form 990 is filed with the Internal Revenue Service and the California Franchise Tax Board making these documents public. Financial Statement Notes

Part X, Line 2:

Victor is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by the Victor in their federal and state exempt organization tax returns are more likely than not to be sustained upon examination. Victor's returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.

VTC provides Specialty Mental Health Services to hundreds of children each year. VTC places great emphasis on the utilization of nationally recognized Evidence Based Practices in conjuction with identified Promising Practices. The Mental Health programs served 199 clients.
