Mission and Program Overview

Mission

Established in 1970, the alliance on aging celebrates 52 years of services and resources that promote the safety, dignity, autonomy, and quality of life for seniors in monterey county. As the primary link to direct services and referrals to other specialized providers, the alliance makes it possible for older adults to receive the comprehensive assistance that extends their independence, protects them from abuse, and enhances their lives. The ombudsman program, instituted in 1981, serves individuals residing in long-term care facilities, and merged with the alliance in 2004. In fy20-21, the alliance served 18,752 individuals as described in the program descriptions below and on schedule o. Services are delivered through seven major programs and other ancillary services.

Form 990, Part VI, Line 11B: Form 990 Review Process

The Alliance on Aging, Inc. engages a CPA firm to assist with preparation and filing of the form 990, based on Audit engagement performed by the same CPA firm. Once the CPA has completed a draft of the form 990, a copy will be sent to the Board of Directors for review before the tax return is filed.

Each board member and management personnel are required to complete conflict of interest disclosure statement annually. If any conflicts arise the board shall resolve them immediately.

Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: The Senior Peer Counseling Program offers emotional support through no-cost, individual home-based and group peer counseling sessions to seniors who are experiencing grief and depression due to loss, loneliness, isolation, and other stresses of aging and transitions in life. In FY14-15, Senior Peer Counseling served 307 individuals and provided 3,402 units of service. The program graduated 12 new Senior Peer Counselors. Outreach efforts to Spanish-speaking seniors also included Wellness Lecture Series attended by 308 persons. OTHER PROGRAM SERVICES 5: Senior Luncheon Program offers a monthly hot meal and socialization to 86 seniors each year, serving a total of 689 hot lunches. A frequent feature of the meal is a farmers market offered by Salinas Valley growers. OTHER PROGRAM SERVICES 6: Tax Counseling for the Elderly program has a tangible impact on moving seniors from crisis to stability by assisting with the filing of income tax returns and economic stimulus payments and helping seniors to obtain refunds. Every extra dollar these seniors receive impacts their ability to survive, especially now that many other public assistance programs, such as those detailed previously, have atrophied. In FY14-15, the program served 1,852 individuals and helped secure over $1,119,888 in refunds. OTHER PROGRAM SERVICES 7: Outreach ProgramThe AOAs Outreach program travels throughout Monterey County to inform and educate the general public, in particular seniors and their care partners, about services available to them through the Alliance on Aging as well as other Area Agency on Aging-funded programs, e.g., Meals on Wheels, Legal Services for Seniors, Alzheimers Association. Outreach enables the Alliance on Aging to provide information, in English and Spanish, to under served seniors in remote areas of the county. The program also schedules appointments for low income seniors who may qualify for CalFresh food assistance, home heating discounts, inexpensive cell phones, and other targeted benefits. In FY14-15 local venues reached 25,914 persons. Through these community events and Benefits Checkup appointments, the program had one-to-one contact with 11,742 individuals. OTHER PROGRAM SERVICES 8: Spirals Consignment Store offers local residents and tourists an upscale consignment and benefit store selling new and lightly used merchandise including clothing for men and women, accessories, furniture, art, books and household goods.

IRS990/Desc0Health Insurance Counseling and Advocacy Program (HICAP)The HICAP program provides counseling and information on topics such as Medicare, health insurance benefits, and long-term care insurance, to County residents. HICAP provides essential services to Medicare beneficiaries, including the elderly and disabled individuals. Services include help navigating the Medicare claim system, with annual enrollment in Part D, and initial enrollment. HICAP counselors are trained and certified by the State of California Department of Aging to conduct seminars and individual counseling sessions to help seniors navigate the Medicare system and its often, complex changes. Numerous community education seminars were presented throughout the County in FY14-15 on the subjects of Medicare/Part D and Medicare: the Basics. In FY14-15, 3,683 individuals received 3,447 hours of health insurance counseling resulting in an estimated $1,799,335 in insurance savings; another 1,711 attended 76 community seminars to learn about Medicare as well as long-term care coverage, and related subjects.

IRS990/MissionDesc0Established in 1970, the Alliance on Aging provides services and resources that promote the safety, dignity, autonomy, and quality of life for seniors in Monterey County. As the primary link to direct services and referrals to other specialized providers, the Alliance makes it possible for seniors to receive the comprehensive assistance that extends their independence, protects them from abuse, and enhances their lives. The Ombudsman program, instituted in 1981, serves seniors residing in long-term care facilities, and merged with the Alliance in 2004. In FY14-15, the Alliance served 8,669 individuals more than 40,450 units of service as described in the program descriptions below and on Schedule O. Services are delivered through five major programs and other ancillary services.

In FY14-15, Senior Peer Counseling served 307 individuals and provided 3,402 units of service. The program graduated 12 new Senior Peer Counselors. Outreach efforts to Spanish-speaking seniors also included Wellness Lecture Series attended by 308 persons.
