Mission and Program Overview

Mission

Cec's mission is to identify, advocate, raise awareness, and develop effective programs to solve the most pressing environmental issues that affect the santa barbara region. We currently focus all of our energy on building a community-based movement that transitions the region off of fossil fuels in one generation.

Major Activities

Activity 2
Improve transportation:dramatically increase ridesharing.one of the most surprising results of our research was that if our county were to triple rideshare rates by 2020, it would reduce transportation energy demand by 20 percent. This may not have the sex appeal of other items at the top of our list, but the beauty of ridesharing is that it does not rely on waiting for new, yet-to-be-released vehicles or installing whole new fueling stations. Instead, our most promising tactics are to use new communications programs and non-traditional techniques to reach new audiences - such as parents making twice-daily trips to schools, and individuals who are all attending one large social event, such as a concert.
Activity 3
Meet our needs with renewable energy:spur energy retrofits and renewable energy development for property owners.concerns about large out-of-pocket costs are some of the biggest barriers that many property owners face when considering whether to make their homes and businesses more efficient or add a renewable energy system (such as solar photovoltaics or solar hot water system). Currently our most promising tactic is to take advantage of a new california law that allows individual cities and counties to essentially loan money to property owners to make these improvements. The timing is particularly ripe, as these loan programs can funnel federal stimulus dollars into the pockets of local residents. Cec is working with the county of santa barbara and others to explore developing such a program. If approved, it would become one of our top priorities.develop utility-scale wind and/or solar farms and prepare for plug-in vehicles.a cornerstone of cec's plan is to generate large amounts of electricity from renewable sources. One tactic is to develop and site two more utility-scale renewable energy projects locally - such as a large solar project in cuyama. These projects are key as we prepare to transition our transportation infrastructure to game changing plug-in and full electric vehicles. Every major automaker and many new start-ups are promising electric and plug-in vehicles as soon as next year, and we can prepare the santa barbara region for the arrival of these new technologies. One tactic will be to assess local codes and develop charging infrastructure to facilitate this transition.

IRS990/MissionDescription0THE COMMUNITY ENVIRONMENTAL COUNCIL (CEC) IS A 40-YEAR OLD NONPROFIT ORGANIZATION THAT PROMOTES ENERGY EFFICIENCY AND RENEWABLE ENERGY IN THE CENTRAL COAST OF CALIFORNIA. LOCATED IN SANTA BARBARA AND FOCUSING OUR EFFORTS FROM SAN LUIS OBISPO COUNTY DOWN TO VENTURA COUNTY, OUR GOAL IS TO WEAN THE REGION OFF OF FOSSIL FUELS, ON A NET BASIS, IN ONE GENERATION. WE ARE APPROACHING OUR "FOSSIL FREE BY 33" GOAL THROUGH OUTREACH, EDUCATION AND ENERGY PROJECTS IN THE BUILDING, TRANSPORTATION, AND RENEWABLE ENERGY SECTORS. CEC IS A GRASSROOTS ORGANIZATION THAT HAS, OVER THE LAST FOUR DECADES, FORMED STRONG PARTNERSHIPS WITH MANY LOCAL STAKEHOLDERS INCLUDING ALL LOCAL GOVERNMENTS AND UTILITIES AND VARIOUS BUSINESS AND INDUSTRY GROUPS.
