Voting members of the council consist of delegates who represent the member organizations. For a member local union, the number of voting delegates is based on the affiliated union's number of members in accordance with the chart outlined in section 7 of the council's bylaws. An affiliated organization, other than a local union, must pay an annual fee and is entitled to one voting delegate.”
