Mission and Program Overview

Mission

The portland parks foundation mobilizes support to improve portland's system of parks, natural areas, and public spaces. We believe in the power of these places to strengthen communities, address historic inequities, and create a sense of belonging for everyone in portland. We seek transformational change by listening to communities and rally resources and opportunities to help realize their vision. We collaborate with individuals, community groups, organizations, and institutions to develop long-term, sustainable improvements to the livability and beauty of our city. We work to create the broadest possible access to recreation, creativity, education, and play in our parks and open spaces. We help people help parks.

The foundation, a private, nonprofit organization, was created in 2001 to foster public/private partnerships for the benefit of the parks and to create new ones. Portland parks foundation's goals are: to provide a neighborhood park within a 15-minute walk of every portland resident; to preserve greenspace; and to maintain the city's investment in its world-class park system.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The form 990 is reviewed by the board chair, board treasurer, and executive director. Discrepancies are discussed and corrected. A draft of the form 990 is then distributed to the board members for review prior to filing. A final copy is distributed to all board members after filing with the irs.

The conflict of interest policy is distributed to every board member and reviewed annually. Members are asked whether they have any issues or conflicts to report.

Form 990, Part VI, Section B, Line 15A

In 2023, the board of directors hired ppf's current deputy director who had been with ppf for 7 years to step in as interim executive director while they determined next steps for a new executive director. At this time, they formed an executive search committee who developed an updated job description for ppf's executive director. The search committee determined that the interim executive director would be the top candidate to continue to advance the work of ppf and the board of directors, including ex officio members, interviewed the interim executive director and ultimately hired them. Salary was based on the former executive director's salary and the search committee's review of other, similar nonprofit's salaries for executive directors.

PART V, LINE 4:

The portland parks foundation endowment fund of the oregon community foundation is intended to support ppf's general operations. The annual distribution is used to support ppf's small grants program. The portland parks foundation project inclusion endowment subfund of the portland parks foundation endowment fund is intended to support project inclusion. The joey pope fund for parks leadership, established may 2023, is for the purpose of investing in non-government-employed individuals and non-government organizations playing a leadership role in advancing portland's system of parks and natural areas and programs serving them. Per the terms of the fund agreement, ppf will award one to two grants each year to invest in emerging parks leaders or to advance specific emergent projects.

PPF ALSO SECURED AN AGREEMENT WITH THE CITY TO RESTORE THE THOMPSON ELK FOUNTAIN WHICH WAS REMOVED AFTER DAMAGED BY FIRE DURING PROTESTS IN 2020. PPF RAISED THE FUNDS NEEDED TO FUND THE DESIGN DOCUMENTS NEEDED TO RESTORE THE ELK WHILE THE CITY AGREED TO FUND THE CONSTRUCTION. CONTINUED ON SCHEDULE O.IN 2023, PPF RAISED OVER $160,000 TO FUND THE DESIGN PORTION OF THE PROJECT WHICH WERE AT 90% COMPLETION BY THE END OF 2023 AND WILL BE GIFTED TO THE CITY IN 2024. PPF ALSO TRANSFERRED THE FINAL PAYMENT TO THE CITY FOR THE MAINTENANCE FUND FOR THE BARBARA WALKER CROSSING, A PEDESTRIAN BRIDGE OVER WEST BURNSIDE CONNECTING THE WILDWOOD TRAIL BETWEEN WASHINGTON AND FOREST PARK.
