Pioneer community development corporation's mission is to promote the community and economic viability of gilliam county, including the provision of safe, appropriate, and affordable housing to low-income and moderate- income persons, to develop new and enhance existing businesses, and to enhance the quality of life in this region.

Community Development Block Grant Homeowner Housing Rehabilitation Program for low and moderate-income households to obtain up to $25,000 in 0% interest loans to improve the safety and habitability of residentail homes.--
Housing Opportunity Program for low to moderate income families to receive financial assistance for the purchase, improvement, or construction of residential housing.--
Rental Housing Rehabilitation Program to expand local housing stock by providing rehabilitation loans up to $15,000 in 3% interest to owners of rental properties for substandard single family dwellings.--
Payroll services to Gilliam County area Chamber of Commerce that allow these entities to keep costs low and provide business enhancement services to the surrounding areas.--
