Form 990, Page 2, Part III, Line 4A

Affordable housing and commercial property development and management: in addition to 13 residential properties, hacienda developed and operates the administrative office building which includes two commercial spaces; the portland mercado, a small business and food services incubator, public market, plaza, and food cart pod; and the baltazar f. Ortiz community center (ortiz center), which houses a county health clinic and family resource center. In 2023, hacienda is co-developing las flores (formerly the maples) with community development partners. This 171-unit multi-family affordable housing development in oregon city opened in late 2023. In 2023, hacienda began developing las adeltias, 142 unit, multifamily development, that is scheduled to open in 2024.

Youth and family services: haciendas youth and family services department provides educational and social support to children and parents. The programs they delivered are designed to promote healthy and vibrant parent-child relationships, help children reach their full potential and give parents the tools to support their child's educational and emotional development. Haciendas bilingual and bicultural staff, in collaboration with other culturally specific community partners, administer all youth and family support programs which include: expresiones, haciendas afterschool and summer program served youth and their parents grades k-8 and high school in afterschool enrichment, cultural activities, family outings, nature-based education and school transition support. Sembrando semillitas, haciendas early childhood education program, served latino children throughout multnomah county with home visiting, educational workshops and parenting support groups, and headstart/preschool transition. Sun youth advocacy provided culturally appropriate support to at-risk latino middle-schoolers at george and beaumont middle schools, and ended the program in june 2023. Arrob@s, a new program launched in 2020, is focused on advancing stem education, digital literacy and workforce readiness for middle and high school students and adults. They provided internet access and device distribution to bridge digital access barriers at three learning centers. In 2023, they expanded to include a new learning center on the portland community college campus. Resident services program offered ongoing support to residents to ensure their housing stability with resources such as rent, utility and transportation assistance, in addition to promoting community safety through emergency preparedness and community building. In 2023, we added a new property, las adelitas, with 162 new units. Our resident services program now serves approximately 972 affordable housing units.

Economic opportunity: started in 2006, the economic opportunity program forms a central piece of haciendas strategy to help families build and protect their assets and financial security. It includes four major programs: - homeownership: hacienda is a hud-approved housing counseling program with a team of hud certified housing advisors. Hacienda staff provides financial coaching and works with families one-on-one to assist them in becoming mortgage ready and making the best financial choices on their path towards homeownership. The homeownership program includes: - the pre-purchase program prepares prospective homebuyers for owning a first home. Clients work with haciendas housing advisors throughout the entirety of the home-buying process. In addition to mortgage-readiness and financial fitness workshops, they provide several opportunities for down- payment assistance. Clients are assisted with opening individual development accounts (idas) which provide various dollar matching options for down payments. The program includes a group education component through the provision of an 8-hour class with detailed information about the homebuying process. - the default intervention program provides support to homeowners at risk of foreclosure. Hacienda's certified housing counselors work with those struggling financially to identify and explore all available options based on their specific situations. Services are free of charge. -lending: this program allows new homebuyers to access a second loan through hacienda -with a better interest rate, to cover 20% of the mortgage of a home. The first mortgage comes from a lending institution. This program supports clients between the 100% and 120% of the area median income, with a loan of up to 100k that can be used for down payment assistance, closing costs and/or the payment of private mortgage insurance. - empresarios: haciendas empresarios program supports entrepreneurs through personalized technical assistance to launch and scale their food- related businesses, with a focus on supporting women-, minority- and immigrant-owned businesses. Through the program, we provide culturally relevant one-on-one business advising services, business and food-related workshops customized to the needs of our clients, and connections to community resources and sales opportunities to accelerate our clients success. We also provide our community with access to a non-profit licensed, sliding-scale commercial kitchen, based at the portland mercado, haciendas community-based latino public market.

ARROB@S, A NEW PROGRAM LAUNCHED IN 2020, IS FOCUSED ON ADVANCING STEM EDUCATION, DIGITAL LITERACY AND WORKFORCE READINESS FOR MIDDLE AND HIGH SCHOOL STUDENTS AND ADULTS. THEY PROVIDED INTERNET ACCESS AND DEVICE DISTRIBUTION TO BRIDGE DIGITAL ACCESS BARRIERS AT THREE LEARNING CENTERS. IN 2023, THEY EXPANDED TO INCLUDE A NEW LEARNING CENTER ON THE PORTLAND COMMUNITY COLLEGE CAMPUS. RESIDENT SERVICES PROGRAM OFFERED ONGOING SUPPORT TO RESIDENTS TO ENSURE THEIR HOUSING STABILITY WITH RESOURCES SUCH AS RENT, UTILITY AND TRANSPORTATION ASSISTANCE, IN ADDITION TO PROMOTING COMMUNITY SAFETY THROUGH EMERGENCY PREPAREDNESS AND COMMUNITY BUILDING. IN 2023, WE ADDED A NEW PROPERTY, LAS ADELITAS, WITH 162 NEW UNITS. OUR RESIDENT SERVICES PROGRAM NOW SERVES APPROXIMATELY 972 AFFORDABLE HOUSING UNITS.

IT INCLUDES FOUR MAJOR PROGRAMS: - HOMEOWNERSHIP: HACIENDA IS A HUD-APPROVED HOUSING COUNSELING PROGRAM WITH A TEAM OF HUD CERTIFIED HOUSING ADVISORS. HACIENDA STAFF PROVIDES FINANCIAL COACHING AND WORKS WITH FAMILIES ONE-ON-ONE TO ASSIST THEM IN BECOMING MORTGAGE READY AND MAKING THE BEST FINANCIAL CHOICES ON THEIR PATH TOWARDS HOMEOWNERSHIP. THE HOMEOWNERSHIP PROGRAM INCLUDES: - THE PRE-PURCHASE PROGRAM PREPARES PROSPECTIVE HOMEBUYERS FOR OWNING A FIRST HOME. CLIENTS WORK WITH HACIENDAS HOUSING ADVISORS THROUGHOUT THE ENTIRETY OF THE HOME-BUYING PROCESS. IN ADDITION TO MORTGAGE-READINESS AND FINANCIAL FITNESS WORKSHOPS, THEY PROVIDE SEVERAL OPPORTUNITIES FOR DOWN- PAYMENT ASSISTANCE. CLIENTS ARE ASSISTED WITH OPENING INDIVIDUAL DEVELOPMENT ACCOUNTS (IDAS) WHICH PROVIDE VARIOUS DOLLAR MATCHING OPTIONS FOR DOWN PAYMENTS. THE PROGRAM INCLUDES A GROUP EDUCATION COMPONENT THROUGH THE PROVISION OF AN 8-HOUR CLASS WITH DETAILED INFORMATION ABOUT THE HOMEBUYING PROCESS. - THE DEFAULT INTERVENTION PROGRAM PROVIDES SUPPORT TO HOMEOWNERS AT RISK OF FORECLOSURE. HACIENDA'S CERTIFIED HOUSING COUNSELORS WORK WITH THOSE STRUGGLING FINANCIALLY TO IDENTIFY AND EXPLORE ALL AVAILABLE OPTIONS BASED ON THEIR SPECIFIC SITUATIONS. SERVICES ARE FREE OF CHARGE. -LENDING: THIS PROGRAM ALLOWS NEW HOMEBUYERS TO ACCESS A SECOND LOAN THROUGH HACIENDA -WITH A BETTER INTEREST RATE, TO COVER 20% OF THE MORTGAGE OF A HOME. THE FIRST MORTGAGE COMES FROM A LENDING INSTITUTION. THIS PROGRAM SUPPORTS CLIENTS BETWEEN THE 100% AND 120% OF THE AREA MEDIAN INCOME, WITH A LOAN OF UP TO 100K THAT CAN BE USED FOR DOWN PAYMENT ASSISTANCE, CLOSING COSTS AND/OR THE PAYMENT OF PRIVATE MORTGAGE INSURANCE. - EMPRESARIOS: HACIENDAS EMPRESARIOS PROGRAM SUPPORTS ENTREPRENEURS THROUGH PERSONALIZED TECHNICAL ASSISTANCE TO LAUNCH AND SCALE THEIR FOOD- RELATED BUSINESSES, WITH A FOCUS ON SUPPORTING WOMEN-, MINORITY- AND IMMIGRANT-OWNED BUSINESSES. THROUGH THE PROGRAM, WE PROVIDE CULTURALLY RELEVANT ONE-ON-ONE BUSINESS ADVISING SERVICES, BUSINESS AND FOOD-RELATED WORKSHOPS CUSTOMIZED TO THE NEEDS OF OUR CLIENTS, AND CONNECTIONS TO COMMUNITY RESOURCES AND SALES OPPORTUNITIES TO ACCELERATE OUR CLIENTS SUCCESS. WE ALSO PROVIDE OUR COMMUNITY WITH ACCESS TO A NON-PROFIT LICENSED, SLIDING-SCALE COMMERCIAL KITCHEN, BASED AT THE PORTLAND MERCADO, HACIENDAS COMMUNITY-BASED LATINO PUBLIC MARKET.
