A copy of the form 990 is given to directors at the board meeting following its filing with the internal revenue service.

Form 990, Part VI, Section B, Line 12C

Members of the governing body shall: (i) not have a financial conflict of interest with the head start agency; (ii) not receive compensation for serving on the governing body or for providing services to the head start agency; (iii) not be employed, nor shall members of their immediate family, as defined in employment policies, be employed by the head start agency; and (iv) operate as an entity independent of staff employed by the head start agency.

The human resources manager regularly reviews compensation. Compensation is compared to a report compiling wages for washington and oregon head start programs and categorizes by size and location (urban, suburban, rural). If salaries go above 10% of the average wages, the board of directors and policy council members are asked to approve a wage increase after review of a wage compensation study.
