“The primary purpose of portland released-time education program (p.r.e.p) is to provide children in the portland metropolitan area with religious training during their optional one hour of release time from the public school day.”

“The program services provided by p.r.e.p include religious instruction provided by paid and volunteer individuals. The funds are also used for supplies, journals, publications and other religious educational materials to enhance student learning during their release time.”
