Prior to filing, the form 990 was reviewed by shangri-la's controller, director of finance and ceo, confirming that financial results matched the audited financial statements, then the form 990 was reviewed by the board's finance committee, then all board members were given a copy of the form 990.

Form 990, Part VI, Section B, Line 12C

The organization's conflict of interest policy applies to all board members, officers and key employees. Board members are required to annually disclose any possible conflicts. Board members disclose potential conflicts to the board or committee. The ceo and director of finance are required to immediately report any possible conflicts to each other as they arise, and a written letter of agreement between the ceo and board is developed. If it isn't clear whether a conflit exists, the board or committee makes the determination. The interested person may present relevant information related to the conflict of interest, after which they leave the meeting for all discussions of, and votes on, the matter. The board/committee may investigate alternatives that do not involve a conflict of interest. If a more advantageous transaction is not identified, the board/committee determines by a majority vote of the disinterested directors whether to enter the transaction. If the board or a committee believes a person failed to disclose a conflict of interest, it will give the person the opportunity to explain, after which the board/committee will determine whether a failure to disclose actually occurred as well as any appropriate disciplinary and corrective actions.

Form 990, Part VI, Section B, Line 15

Compensation of shangri-la's ceo is determined by the full board of directors using market surveys of ceo's for organizations of similar size, complexity and purpose, and notes/minutes are taken during the discussion and determination. Shangri-la's ceo determines compensation for other key employees based on market surveys, availability of funds, and comparison of job demands and complexity among key employees and other positions within shangri-la. The process described here was last completed in 2023.

During the fiscal year, the organization began participating in the health-related social needs program through the oregon health authority. The organization also opened a new home in eugene oregon, housing up to five residents, in our mental health program.

FORM 990, PART XII, LINE 2C:

There were no changes during the fiscal year to the board's delegation of authority and responsibility for selecting the financial statement auditor or for overseeing the financial statement audit.

PART IV, LINE 2B:

The organization holds security deposits for some rental tenants. Security deposits are returned at the termination of the lease.

PART V, LINE 4:

The board of director's objective is to preserve and enhance the real purchasing power of these funds while also providing a sustainable as well as predictable and undiminished level of spending.

PART X, LINE 2:

Shangri-la is a nonprofit organization that is exempt from income taxes under section 501(c)(3) of the internal revenue code. Exemptions from the state of oregon corporation excise tax is provided by oregon revised statutes 317.080. In any year in which shangri-la has gross receipts from unrelated business activities of $1,000 or more, it must file form 990-t with the internal revenue service and pay tax on such income, less any related deductions. There was no such income for the year ended june 30, 2025 and 2024. Shangri-la follows accounting standards generally accepted in the united states of america related to the recognition of uncertain tax positions. These standards provide detailed guidance for financial statement recognition, measurement, and disclosure of uncertain tax positions. These standards require an entity to recognize the financial statement impact of a tax position when it is more likely than not that the position would not be sustained if examined by a taxing authority. Management has determined that shangri-la had no uncertain tax positions as of june 30, 2025 and 2024.

OUR NEIGHBORHOOD HOMES ARE AS UNIQUE AS THE INDIVIDUALS WHO LIVE IN THEM. WHETHER IT'S SHOPPING FOR GROCERIES, CELEBRATING BIRTHDAYS, OR FRIDAY NIGHT MOVIE NIGHT, WE WORK TO INVOLVE THE INDIVIDUALS WE SERVE IN EVERY PART OF HOME LIFE. THE RESIDENTIAL SETTING IS DESIGNED FOR INDIVIDUALS WITH INTELLECTUAL OR DEVELOPMENTAL DISABILITIES WHO NEED CONTINUOUS CARE AND SUPERVISION. RESIDENTIAL SUPPORT AND SERVICES FOR APPROXIMATELY 100 ADULTS WITH DEVELOPMENTAL DISABILITIES AND 54 ADULTS WITH CHRONIC MENTAL ILLNESS IN RESIDENTIAL HOMES AND SUPPORTED LIVING ARRANGEMENTS IN SALEM, TOLEDO, JEFFERSON, ALBANY, CORVALLIS, AND EUGENE, OREGON. SHANGRI-LA'S HOUSING ASSISTANCE PROGRAM (SHAP) PROVIDES PERMANENT, SUPPORTIVE HOUSING ASSISTANCE TO INDIVIDUALS AND FAMILIES WHO EXPERIENCE CHRONIC HOMELESSNESS. PARTICIPANTS MAY RECEIVE ASSISTANCE WITH RENT AND ARE REQUIRED TO PARTICIPATE IN CASE MANAGEMENT TO HELP INCREASE SKILLS, STABILITY, OVERALL WELLNESS, AND SELF-SUFFICIENCY. TRANSITIONAL LOW-INCOME HOUSING WAS PROVIDED TO 62 TENANTS WHO ARE ELDERLY, DISABLED, VICTIMS OF DOMESTIC VIOLENCE OR WHO HAVE OTHER BARRIERS TO OBTAINING HOUSING.

THIS INCLUDES HELPING PARTICIPANTS ACCESS COMMUNITY RESOURCES, IMPROVE SELF-AWARENESS, AND DEVELOP SELF CONTROL. COMMUNICATION SUPPORT EMPHASIZES VERBAL AND NON-VERBAL SKILLS, SOCIAL RESPONSIVENESS, AND INTERPERSONAL INTERACTIONS. PRACTICAL SKILLS TAUGHT INCLUDE WAITING IN LINE, RESPECTING PERSONAL SPACE, INITIATING AND ENDING CONVERSATIONS, AVOIDING ISOLATION, RECOGNIZING HAZARDS, AND USING TOOLS LIKE PHONES, MAPS, CALENDARS, AND BUS SCHEDULES TO NAVIGATE THE COMMUNITY SAFELY. SHANGRI-LA'S YOUTH AND FAMILY SERVICES WORKS WITH PARENTS RECEIVING TEMPORARY ASSISTANCE FOR NEEDY FAMILIES (TANF) ENROLLED IN THE DHS JOBS OPPORTUNITY AND BASIC SKILLS (JOBS) PROGRAM. SUPPORTS ARE AIMED HELPING PARENTS OVERCOME BARRIERS TO EMPLOYMENT AND ACHIEVE GREATER SELF-SUFFICIENCY WHO ARE REFERRED TO OUR SERVICES THROUGH DEPARTMENT OF HUMAN SERVICES. SHANGRI-LA PROVIDED VARYING DEGREES OF SERVICE TO APPROXIMATELY 696 TANF RECIPIENTS IN THE FISCAL YEAR TO HELP THEM TOWARD EMPLOYMENT AND SELFSUFFICIENCY.
