This local union's purpose is to represent, protect, maintain and advance the interests of the workers within its jurisdiction; to assist them in securing employment; to improve their wages, hours and conditions of employment; to promote the interests of the membership through organizing; and to engage in legislative, political, educational, civic, welfare and other activities which further the interests of the membership.

Any person employed in any employment within the jurisdiction of this local union shall be eligible for membership. In order for any member to be in good standing his/her dues must be paid on or before the last day of the month.

Form 990, Page 6, Part VI, Line 7A

Nominations of officers shall take place at the july general membership meeting. Installation of officers shall take place at the first general membership meeting after the election. The term of office shall be for three (3) years and they shall hold office until their successor is duly elected and installed. In addition to the officers of the local, the executive board will be comprised of sector, bargaining unit and geographic representatives. Specifically, there shall be one executive board member elected from each sector (as long as the local represents at least 100 workers in that sector) to serve on the executive board of the local union. One member shall be elected at large from each bargaining unit with at least 300 members. This will include a retiree seat when the group becomes a unit of 300 members or more. One member shall be elected at large from each of the following geographic areas (based on the county the member works in): (1) southwest washington (any member in washington state), (2) north willamette valley (benton, linn, marion, polk), (3) mid-willamette valley (lane), (4) coast (clatsop, lincoln, tillamook), (5) central oregon (crook, deschutes, harney, jefferson, malheur), (6) southern oregon (coos, curry, douglas, jackson, josephine, klamath, lake) and eastern oregon/oregon gorge (baker, grant, gilliam, hood river, morrow, sherman, umatilla, union, wallowa, wasco) to serve on the executive board. The number of seats on the executive board will be determined at the time of election. The executive board can modify the number of board seats pursuant to the provisions of article xix, amendments.

A quorum shall consist of seventy-five (75) members assembled at a regular or special meeting, called in accordance with the constitution, and they shall be qualified to transact such business as may properly be considered at such meeting. Actions taken by the executive board can be overturned by the membership if a petition supported by ten percent (10%) of the members is filed with the president requesting that such action be overturned. In such event, the issue in dispute will be reviewed by the executive board at its next regular meeting and subject to a two-thirds (2/3) vote at the next quarterly membership meeting.

Seiu local 49 provides member representation,organization, and negotiation of union member salaries and benefits for approximately 14,600 members. We strive to: 1. Develop a diverse, highly trained and motivated leadership with high standards at every level of the union. 2. Continue to build a strong and solid union by developing a membership voice in our workplace and in our communities. 3. Create meaningful paths for member involvement and participation in a strong democratic local where, in solidarity, we stand firmly against discrimination and exploitation, building trust at every level of the local. 4. Continue to organize unorganized workers in our industries (property service and health care) in order to extend union standards and gain leverage and control over our industries. 5. Actively participate in politics to strengthen our collective bargaining agreements, to organize new workers and to address workplace issues through electoral, legislative and grassroots political activity. 6. Communicate with respect and accountability among and between the executive board, members and staff so we can speak with one voice.
