General explanation attachment

Having experienced a significant earthquake in 2014, a major wildfire in 2017, fire evacuees in 2015 and 2019, two FEMA-declared back-to-back wildfires in 2020, the COVID-19 pandemic, and power outages to reduce/prevent fire ignitions which disproportionately impact the most vulnerable in the county. Since 2016, NVCOAD has provided support during all potential hazards by developing and enhancing communication, coordination, and collaboration partnerships amongst the whole community, including nonprofit and faith-based organizations, government agencies, and the private sector during all phases of disaster.

Activity 1 Disaster Response: During disaster response, COAD leads the nongovernmental response by coordinating the efforts of member organizations, including nonprofits and faith-based organizations. COAD organizes member agencies into topical subcommittees related to their regular services. Subcommittee topical areas include Access and Functional Needs/Older Adults; Food Security & Access; Children & Family Support; Emergency Financial Assistance; Mental and Spiritual Health; Communications & Language Access; Preparedness & Community Resilience (Education/Outreach/Neighborhood Resiliency/Shelter Support Resources; Volunteers; and Animal Welfare. Subcommittees coordinate to equitably distribute resources available to support those most vulnerable and communicate with the community. Activity 2 Disaster Recovery: Long-term recovery after a disaster can take anywhere from three to six years for the most impacted households. Long-term recovery focuses on supporting those households who do not have the resources to fully recover on their own. COAD oversees the long-term recovery group and coordinates bringing together community resources to support such aspects of recovery as housing, rebuilding, mental health support services, and other economic assistance. COAD does not directly fund these services. Financial support for long-term recovery is provided through foundation and community grants. Activity 3 Language Access: COAD continues to develop language access strategies in its education efforts to ensure critical response and preparedness information is available in threshold languages. This work is intimately related to mitigation and preparedness. COAD will develop a program to identify Community Liaisons and identify location for Cultural Hubs in an effort to promote inclusion and belonging if under represented communities in Napa County.Approximately five percent of COADs time and resources will be allocated to this activity. Activity 4 Member Agency Capacity Building and Training: COAD provides training and workshops to build capacity for its volunteer member agencies. Training areas include developing Continuity of Operations Plans and Emergency Operations Plans, Incident Command Systems training, Trauma Informed Care workshops for Case Managers and volunteers, and leadership development training.We hear from experts that the pace of disasters will continue and that the burden will fall on the local communities and their volunteer organizations; for this reason, COAD hires consultants with expertise in these areas to provide better training for this specific activity. Activity 5 - Disaster Preparedness: We work with the Napa county community throughout the year to become better prepared for a disaster or local emergency. Providing workshops and other tabling events to connect with our community and promote action to become more resilent.
