Mission and Program Overview

Mission

SWAMC's mission is to be a regional membership organization that advances the collective interests of Southwest Alaska people, businesses, and communities. SWAMC helps promote economic opportunities to improve quality of life and influence long-term responsible development. SWAMC serves three sub regions of Southwest Alaska; the Aleutians/Pribilof, Bristol Bay, and Kodiak. SWAMC was formed out of the common interests of the region encompassing the Aleutians East Borough, the Aleutians West Census Area, the Bristol Bay Borough, the Dillingham Census Area, The Kodiak Island Borough, and the Lake and Peninsula Borough.

Form 990, Part VI, Line 6: Explanation of Classes of Members or Shareholder

SWAMC is a membership based organization and has two classes of members, Municipal and Associate. Municipal Members incude local governments entities (cities and boroughs); Associate Members include non-profit organizations and for-profit business.

Form 990, Part VI, Line 7A: How Members or Shareholders Elect Governing Body

As members of SWAMC each year at our annual economic summit and membership meeting, they have the responsibility of vetting candidates for the Board of Directors and voting to seat individual board members who's seats are up for election.

Form 990, Part VI, Line 7B: Describe Decisions of Governing Body Approval by Members or Shareholders

All members have the right to vote on the annual Legislative priority list and all Resolutions for policy and board direction.

Form 990, Part VI, Line 11B: Form 990 Review Process

The Form 990 is reviewed and supported by our Tax preparer and accountant who are both employeed by different firms. The Executive Director is responsible for filling out the majority of the general informaton, board and employees and governance and management.

If any employee or board member believes they may have a conflict of interest in the policies or contracts for services the Board President reviews the possible conflict and makes a decision. They make the motion and the rest of the board must vote to approve or deny the conflict.

The Board of Directors reviews past salaries and longevity of experience when negotiating salary and benefits with their Executive Director. Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: Annual Economic Summit & Membership Meeting: SWAMC holds an annual Conference in Anchorage with a full two-day agenda focused on issues relevant to our region. Attendees include Federal, State, and local government and agency representatives as well as business, non-profit, and SWAMC Membership. Approximately 100 participants attend. The FY22 Conference was held in early March 2023. OTHER PROGRAM SERVICES 5: Denali Commission: DC provided a one-time grant for CY2020 to fund ARDORs' planning and regional support efforts previously funded by the State of Alaska. SWAMC also used some of this funding as match for our USDA REDA-EA grant. OTHER PROGRAM SERVICES 6: COVID-19 Relief Programs: SWAMC provided an online tool for businesses affected by the pandemic to find relief funding and contracted with an individual to provide full-time assistance to businesses via phone and email. SWAMC also worked with the United Way of Anchorage to disburse pass-through funds to applicants regionwide in need of rent, utility, or childcare assistance due to pandemic-related job losses.

SWAMC serves three sub regions of Southwest Alaska; the Aleutians/Pribilof, Bristol Bay, and Kodiak. SWAMC was formed out of the common interests of the region encompassing the Aleutians East Borough, the Aleutians West Census Area, the Bristol Bay Borough, the Dillingham Census Area, The Kodiak Island Borough, and the Lake and Peninsula Borough.

The FY22 Conference was held in early March 2023. OTHER PROGRAM SERVICES 5: Denali Commission: DC provided a one-time grant for CY2020 to fund ARDORs' planning and regional support efforts previously funded by the State of Alaska. SWAMC also used some of this funding as match for our USDA REDA-EA grant. OTHER PROGRAM SERVICES 6: COVID-19 Relief Programs: SWAMC provided an online tool for businesses affected by the pandemic to find relief funding and contracted with an individual to provide full-time assistance to businesses via phone and email. SWAMC also worked with the United Way of Anchorage to disburse pass-through funds to applicants regionwide in need of rent, utility, or childcare assistance due to pandemic-related job losses.
