| IRS990ScheduleL/SupplementalInformationDetail/ExplanationTxt | 0 | Over it's years of existence, the Willapa Community Development Association (WCDA) has worked with the start-up of a local hardwoods lumber mill. In prior years the mill was closed and scheduled to be auctioned off piece by piece. The sales price which would have been realized from the auction would have been .10 cents on the dollar of the cost to re-construct. A local group of investors and business leaders purchased the mill from the bankruptcy court with the intention of retaining the asset within the community and preserve the associated jobs. If these efforts were not made, the community asset would have been lost and potentially never rebuilt. The mill has struggled since the start-up and different groups have managed and operated the facility over the years. During tax year 2013, the mill was again on the verge of bankruptcy and ownership changed. The WCDA still recognized the importance of this asset in it's community and a loan was made to Willapa Bay Hardwoods Acquisition, Inc (WBHA) to assist with retaining the community asset. The spouse of a WCDA board member is a stockholder of WBHA. This individual has extensive experience in the lumber industry and a long-time association with the mill. When the loan was made, the WCDA board followed proper procedure in addressing the conflict of interest and it was determined the arrangement was in the Organizations best interest. Part of the WCDA's mission is to create opportunities for business formation and job creation and preserve the economic and social integrity of the places in which it does business. Pacific County and the cities of Raymond and South Bend are small communities which have struggled with lost businesses and associated jobs as a result of the poor economy. Further, the community does not have the depth of resources necessary to support business development and job creation. The WCDA has engaged in similar business transactions which DO NOT have a conflict of interest. |
