During 2024, all executive and administrative services were provided by the city of everett housing authority, a related organization. Between april and august 2024, mary swenson provided interim executive director services through a contract between everett housing authority and gmp consultants. Mary swenson became an employee of everett housing authority and executive director on september 1, 2024.

Prior to filing, the form 990 was reviewed by the accountant, deputy director of finance, and finance director. A copy was also provided to the board members.

The organization's conflict of interest policy applies to all board members, officers, and members of committees with board-delegated powers. Covered individuals are required to disclose any actual or potential conflicts of interest. After answering any questions, the covered individual may not be present for any discussions or votes on a matter involving a conflict of interest. If it isn't clear whether a conflict exists, the remaining board or committee members make the determination by majority vote. The board or committee chair may require that alternatives be investigated. If a more advantageous transaction that does not involve a conflict of interest cannot be identified, the board or committee determines whether to enter the transaction by majority vote. If the board or a committee has reason to believe that an individual failed to disclose a conflict of interest, the individual is given the opportunity to explain. After hearing the individual's response, if the board or committee determines that the individual failed to disclose a conflict, it takes appropriate disciplinary and corrective actions.

PART IV, LINE 2B:

The organization holds security deposits for rental tenants. Security deposits are held in a non-interest bearing account. When a tenant vacates a property, the security deposit is used to cover the cost of any repairs, then the remaining amount is refunded to the tenant or their estate.
