Washington association of community and migrant health centers promotes health and human services for the underserved people of washington, primarily through its membership, ensuring that all washingtonians have access to primary health care, regardless of geographic location, nationality, income level, or insurance status.

To strengthen and advocate for washington's community health centers to build healthcare access.

Governance Explanations

Form 990, Part VI, Section A, Line 1

The executive committee consists of six elected officers plus the immediate past president of the board of directors. The president will only vote when necessary to break a tie - unless the vote is secret. The executive committee has and may exercise the authority as delegated below: 1. Ensure that the board actions and decisions are carried out; 2. Report to the board on progress of board initiated activities and action taken by the executive committee; 3. Make decisions regarding programs, policies, and finances of the organization between annual and board meetings; 4. Address business, management, and board issues requiring attention between board meetings; 5. Serve as the screening committee for hiring of the ceo; 6. Evaluate the ceo; 7. When indicated, suspend the ceo for just cause in accordance with established personnel policies; 8. Perform other business as determined by the board of directors; 9. Assign responsibilities to the committees as necessary; and 10. Act as the personnel committee for the board and authorize a vote by electronic mail.

Organizational membership is available to projects in washington funded under section 330 of the public health service act or title v of the indian health care improvement act, and/or federally qualified health center (fqhc) look-alikes and not-for-profit corporations that have the explicit primary purpose of providing primary health care to underserved people, provide services to clients without regard for a person's ability to pay, are actively engaged in operating a primary health care program, and are governed by a 51% or more consumer majority board.

Voting members are federally qualified health center organizations. Voting members each appoint one representative to serve on the board of directors, usually their own ceo. These 26 ceos constitute the governing board appointed by the members.

A copy of the 990 was reviewed by the ceo and finance manager. The 990 was then provided to the full board for review and approval prior to filing with the irs.

Members are all ceos of federally qualified health centers who have served together for many years and are familiar with each others business dealings when potential conflicts arise either for one self or for another, a member brings the issue directly to the floor of the next board meeting for resolution by the entire group. Also, many senior staff have access to various corporate officers and have instructions to bring conflict issues directly to board members with whom they have contact each director, principal officer, and member of a committee with board delegated powers annually signs a statement to affirm their compliance and understanding with the conflicts of interest policy.

Professionally developed salary scales were created specifically for the association. A salary scale was used as a starting point in determining the ceo's compensation. The ceo and board of directors negotiated a salary in the low to lower-middle range. The ceo reviewed and approved compensation for other key employees, including the director of finance & operations and the director of programs, in accordance with the professionally developed salary scales. The review process last occurred in 2019.

THE REVISED EFFORT WILL USE A REPRESENTATIVE, SELF-WEIGHTING SAMPLING METHOD TO REDUCE THE REPORTING BURDEN AND IMPROVE THE VALIDITY AND RELIABILITY OF ALL STAFFING DATA GATHERED. THE DATA GATHERED FROM THIS COLLECTION EFFORT WILL RESULT IN AN ANNUAL REPORT AND INFORM OTHER PROGRAM AREAS THROUGHOUT THE ASSOCIATION. THE ASSOCIATION ADMINISTERED TWO REGISTERED APPRENTICESHIP PROGRAMS IN MEDICAL ASSISTING AND DENTAL ASSISTING THROUGH MARCH 2019. THE MEDICAL ASSISTING APPRENTICESHIP PROGRAM HAS A COMPLETION RATE OF 94.4% WITH 338 STUDENTS GRADUATED OR ON TRACK TO GRADUATE SINCE INCEPTION. THE PROGRAM HAS AN OVERALL CERTIFICATION EXAM PASS RATE OF 94.1%. EMPLOYERS HAVE REPORTED A RETENTION RATE OF 96.0% ONE YEAR FROM PROGRAM COMPLETION AND 93.9% TWO YEAR FROM PROGRAM COMPLETION. IN COMPARISON, MA TURNOVER ACROSS ALL COMMUNITY HEALTH CENTERS IS 20% ANNUALLY. THE YEAR 2018 SAW EXPANDED PARTNERSHIPS WITH LARGE HOSPITAL SYSTEMS IN THE KING CO. AREA BEGINNING PRIVATE, ORGANIZATION-WIDE COHORTS BRINGING 2019 EXPECTED GRADUATION NUMBERS CLOSE TO 500 SINCE PROGRAM INCEPTION. THE ASSOCIATION'S HEALTHCARE APPRENTICESHIP PROGRAMS HAVE BEEN RECOGNIZED NATION-WIDE THROUGH SEVERAL PARTNERSHIPS AND GRANT OPPORTUNITIES INCLUDING THE DEPARTMENT OF LABOR AND INDUSTRIES' RAISE GRANT RECIPIENT - PROVIDING STATEWIDE EXPANSION OF APPRENTICESHIP IN NON-TRADITIONAL TRADES.
