Mission

The mission of the Key Peninsula Historic Society is to gather, record, preserve and disseminate information about the history of the Pierce County area generally known as the "Key Peninsula" so that succeeding generations of residents will have a firm and accurate record from its earliest inhabitants, early exploration and settlement, to the present. To this end, we collect historic memorabilia from members and friends of the museum, engage with the local elementary schools to provide hands-on history learning at the museum or online, present talks to organizations, and sell books about the history of the Key Peninsula. We also promote the museum's collection and display using our website, by staffing a booth at local community events, and participating in STREAM nights at the local elementary schools.

Governance Explanations

Form 990, Part VI, Section A, Line 6

"Yes" we have members. But "No" we do not have stockholders. The Key Peninsula Historic Society has members who pay annual dues in order to be called a member of our organization. An individual must be a member in order to qualify to be placed on the ballot to possibly be elected as a member of our governing Board of Directors.

Form 990, Part VI, Section B, Line 11B

The following information applies to the process the Key Peninsula Historic Society uses to review the content of our Form 990. Once our Treasurer has prepared a draft of our Form 990 for the current fiscal year, it is presented to our museum Board of Directors for review and approval at a normally scheduled monthly Board meeting at an appropriate time before it is submitted to the IRS. After review and approval by the Board of Directors, we then employ a commercial firm who provides an electronic Form 990 filing system that can be used by private non-profit organizations like us to file our annual report to the IRS for a normal fee. The Treasurer then enters the completed Form 990 information into the commercial firm's electronic system. This firm then electronically submits our Form 990 to the IRS for review and acceptance. Once accepted by the IRs, an electronic copy of our Form 990 is then forwarded to us and filed in our permanent records. This final Form 990 is then used by the Treasurer to develop a draft Form 990 for the following fiscal year.

Form 990, Part VI, Section B, Line 12C

The following information applies to the process the Key Peninsula Historic Society uses regarding an actual or perceived conflict of interest by any member of our museum Board of Directors. We have a written conflict of interest policy that is in force at all times. Prior to the elections at our Annual Membership Meeting, the Nominating Committee conducts preliminary interviews with all applicants for each position on our museum Board of Directors where the topic of any actual or perceived conflict of interest is discussed. If there is any actual or perceived conflict of interest brought forward to the Nominating Committee by any member, that conflict of interest must be satisfactorily resolved before the annual election meeting is held. If any conflict of interest cannot be resolved before the Annual Membership Meeting, then that applicant cannot be advanced to the official ballot for possible election to any museum Board of Director position. If there are no actual or perceived conflicts of interest by an applicant, that individual is then advanced to the official ballot. The members of the Key Peninsula Historic Society annually elect members to all positions on our museum Board of Directors at our Annual Membership Meeting which is held in late February or early March of each fiscal year. The date scheduled for this meeting varies each year depending upon the timing of the completion of our current annual exhibit that is always developed during the Winter months when our museum is not open to the public.

Form 990, Part VI, Section C, Line 19

This line on the Form 990 requires all filers to describe whether (or how) they make certain records available to the general public for inspection, as required by law. As indicated in our response to Part VI, line 18, the Key Peninsula Historic Society makes these required forms and documents available to the general public for inspection whenever they are requested by any citizen. So, "Yes" we do make these required forms and documents available to the general public upon request. The same procedure is also used to make our governing documents, conflicts of interest policy, and financial statements available to the general public throughout the fiscal year. Any requests for information are normally sent directly from the citizen to our President. The President then forwards any request for information to our Treasurer who maintains the custody of these official organizational records. The Treasurer then provides the requested information to the citizen upon their request, the same as for Part VI, line 18. Our Treasurer reports that there have been no citizen requests for any of our official records during the past seven fiscal years.

Form 990, Part XI, Line 9

The following explanation is provided regarding "other changes in net assets or fund balances" required to be reported on this line (Part XI, line 9). Our prior year Form 990-EZ for the Key Peninsula Historic Society included an "other assets" entry for $4,950 for this related line item. During the current fiscal year, the Pierce County Assessor's Office officially recognized the improved value of our restoration project at the Vaughn Library Hall, our largest artifact, the last remaining community hall on the Key Peninsula. This new assessment increased the land and property value of the Vaughn Library Hall by a total amount of $344,900 for a new total assessment of $495,900 (increased from the prior assessed value of $151,000 in the previous fiscal year). Therefore, the amount reported on line 9 on the current year Form 990 is shown at $339,950, the net amount calculated by the increase of $344,900 in assessed value of the Vaughn Library Hall land and building less the previous "other assets" amount of $4,950 shown on our prior fiscal year Form 990-EZ. The final number in the "reconciliation of net assets" section of the current year Form 990 results in a calculation for our new "net assets or fund balances at year end" of $577,403, which agrees with the amounts shown in Part I of this Form 990 for lines 20, 21, and 22. During the prior fiscal year, the Washington State Department of Revenue approved our application for the Vaughn Library Hall land and property to be "exempt" from Pierce County property taxes. This status was then confirmed by the Pierce County Assessor' s Office during the current fiscal year. Accordingly, we are not required to pay any property taxes on our Vaughn Library Hall land and buildings. However, ownership of this parcel of land and the building will require the Key Peninsula Historic Society to continue reporting to the IRS each future year using Form 990 (i.e.; based upon the criteria of our total assets exceeding $500,000, even though a normal revenue year for us in future years will always be under $50,000).

The Pierce County Washington Assessor's Office has assessed our largest artifact, the Vaughn Library Hall, in the current fiscal year as follows: Line 1a Land, at $116,200; and, line 1b, Building at $379,700; for a total amount of $495,900. These amounts should be recorded in columns (b) and (d), but we are unable to find any other place to list this information. There is no accumulated depreciation recorded in our accounting records for this building.

IRS990/Desc0Historic preservation of Vaughn Library Hall on the Key Peninsula, Pierce County, WA. Objective: This facility was restored to serve our entire community (about 20,000 people) for family events, community historical presentations, historical activities by our school children, and other community events. We have completed our remodeling of the building to its original condition from approximately circa 1893. It is the last remaining Community Hall on the Key Peninsula. The building is currently listed on the Pierce County and Washington State registers of Historic Buildings. We will soon be applying for Federal Historic landmark status. This building is now open for use by the general public. After the COVID-19 pandemic, we have returned to normal operations by serving our community during fiscal year 2024-2025. We constructed a "traveling" education exhibit on the Vaughn Library Hall which demonstrates our restoration progress, describes the historical significance of the building, and reached an additional 200 (estimated) citizens in fiscal year 2024-2025. Our dedicated team of volunteers spent approximately 10,000 hours (estimated) working to restore this building over the past several years. Total expenses for this program service accomplishment during fiscal year 2024-2025 were $48,670.

IRS990/MissionDesc0The mission of the Key Peninsula Historic Society is to gather, record, preserve and disseminate information about the history of the Pierce County area generally known as the "Key Peninsula" so that succeeding generations of residents will have a firm and accurate record from its earliest inhabitants, early exploration, and settlement, to the present time. To this end, we collect historic memorabilia from members and friends of the museum, engage with the local elementary schools to provide hands-on history learning at the museum or online, present talks to organizations, and sell books about the history of the Key Peninsula. We also promote the museum's collection and display using our website, by staffing a booth at local community events, and participating in STREAM nights at the local elementary schools.

IRS990/ProgSrvcAccomActy2Grp/Desc0Museum displays and exhibits of historical significance to our local communities. Objective: To present the history of the life and times of the people who have lived, worked, and died in all the small communities on the Key Peninsula. Our community displays are created by our dedicated team of volunteers to provide a unique representation of each area on the Key Peninsula and were recently updated to highlight new artifacts and restored photographs and pictures which will serve to educate the general public about our local history for many years to come. Our annual exhibit features a different subject or topic each year. This past year depicted road development on the Key Peninsula from the early days of trails and dirt roads up to today's modern roadways and highlighted information about how each road received its name. Many published maps of the roads on the Key Peninsula were displayed to show how the roads developed and changed over the past 125 years and featured many restored photographs of road construction equipment used to build these roads during different periods of time. Our dedicated team of volunteers spent approximately 150 hours (estimated) researching and developing these displays and exhibits during the current fiscal year. Total expenses for this program service accomplishment during fiscal year 2024-2025 were $3,191.

Objective: To help defray the high cost of college and university tuition fees for deserving students who meet the criteria and qualifications for these financial awards. We awarded $1,000 scholarships to two graduating high school seniors this past year who have primarily demonstrated an interest in the history of the Key Peninsula. Our fundraising activities and donations by concerned citizens throughout the year help us to support this extremely important local education program. Our dedicated team of volunteers spent approximately 40 hours (estimate) working on this program during the current fiscal year. Total expenses for this program service accomplishment during fiscal year 2024-2025 were $2,000.

Objective: To continuously develop the history of the Key Peninsula through many other outreach events and school activities throughout the community each year. These include: (1) The Livable Community Fair and The Winter Warm-up at the Key Peninsula Civic Center, as well as the Farm Tour at the Longbranch Improvement Club and the "Art Walk" in Key Center sponsored by the Two Waters Art Alliance; (2) We conduct a Living History Day for third and fourth graders from Vaughn Elementary School each year at our museum and give the local elementary teachers access to our Traveling History Tote that meets the criteria for Common Core State Standards used to teach the next generation of students about the history of the Key Peninsula;(3) We make historical presentations to campers at Penrose Point State Park during the Summer months each year; and, (4) We also help local authors and citizens perform family genealogical research from our extensive data files on those families who settled here in the early years of the Key Peninsula. We sponsored or participated in these community activities to reach about 2,000 citizens (estimate) from our area of Pierce County and used about 2,400 hours (estimate) of help from our dedicated team of volunteers during the current fiscal year. Total expenses for this program service accomplishment during fiscal year 2024-2025 were $525.
