Governance Explanations

Form 990, Part VI, Section B, Line 11B

A draft of the form 990 is given to disability rights washington finance and audit committee for their review and edits. When in their view it is ready they submit it to the board of directors with a recommendation for approval and the board acts on that recommendation at their next meeting.

Form 990, Part VI, Section B, Line 12C

Drw has a conflict of interest policy for both its board and its staff members. Once a year the topic is discussed and individuals are required to sign a code of ethics certification form.

Form 990, Part VI, Section B, Line 15

Once a year the board of directors executive committee meets to prepare the executive directors performance appraisal and pay review. Periodically in preparing the pay review comparative information is collected from form 990s of similar organizations across the country as well as other non profits in the state of washington. Also considered is the prior salary history. Disability rights washington has a base salary rate for each job category that is periodically reviewed after researching compensation rates for like organizations in the localities where our offices are located and salary surveys conducted by our national association and other relevant salary survey.

DRW LEARNED THAT THE STATE CRISIS STANDARD OF CARE PLAN, DEVELOPED BY THE STATE DEPARTMENT OF HEALTH IN COORDINATION WITH HEALTH CARE PROVIDERS, WAS DISCRIMINATORY AGAINST PEOPLE WITH DISABILITIES AND OTHER PROTECTED CLASSES. DRW WORKED WITH A COALITION OF ADVOCATES FOCUSED ON EQUITY AROUND DISABILITY, RACE, AND AGE IN HEALTHCARE TO CHALLENGE THIS RATIONING PLAN THAT CALLED FOR DENYING PEOPLE WITH DISABILITIES ACCESS TO CARE AND EVEN TOOK AWAY EXISTING CARE THEY WERE RECEIVING IF SERVICES AND EQUIPMENT COULD NOT KEEP UP WITH DEMAND CURING THE COVID-19 PANDEMIC. WITHIN A COUPLE DAYS OF LEARNING ABOUT THIS PLAN, DRW FILED THE NATION'S FIRST COMPLAINT WITH THE OFFICE OF CIVIL RIGHTS AT THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES. BY THE END OF THE WEEK HHS OCR ISSUED GUIDANCE DIRECTING ALL STATES TO FOLLOW CIVIL RIGHTS LAWS AND NOT DISCRIMINATE AGAINST PEOPLE WITH DISABILITIES AND OTHER PROTECTED CLASSES. DRW CONTINUED ITS ADVOCACY BY FACILITATING A CROSS DISABILITY, AND CROSS PROTECTED CLASS GROUP OF ADVOCATES TO ENGAGE WITH THE WASHINGTON DEPARTMENT OF HEALTH TO REFORM THEIR CRISIS STANDARDS OF CARE IN A MORE EQUITABLE MANNER. THE PLAN HAS BEEN CHANGED AND ONGOING WORK IS BEING DONE TO FURTHER ADDRESS THE STRUCTURAL PROBLEMS WITHIN THE HEALTHCARE SYSTEM THAT ALLOWED THIS PLAN TO BE CREATED AND PROMOTE INEQUITABLE HEALTH OUTCOMES FROM PEOPLE WITH DISABILITIES AND OTHERS WHO FACE DISCRIMINATION BY THE HEALTHCARE SYSTEM. IN ADDITION, IN 2020, DRW'S PADD PROGRAM PROVIDED ADVOCACY SERVICES TO 60 DIFFERENT GROUPS WITH POTENTIAL OF IMPACTING 569,248 INDIVIDUALS WITH DEVELOPMENT DISABILITIES. THE NUMBER RECEIVING INDIVIDUAL ADVOCACY SERVICES WAS 85 AND 6,152 RECEIVED TRAINING FROM OUR PADD PROGRAM WHILE 246 RECEIVED INFORMATION AND REFERRAL SERVICES.

OTHER DATA FROM THE PAIMI PROGRAM INCLUDES: IN 2020, DRW'S PAIMI PROGRAM PROVIDED ADVOCACY SERVICES TO 214 DIFFERENT GROUPS WITH POTENTIAL OF IMPACTING INDIVIDUALS WITH MG 904,936 MENTAL ILLNESS. THE OFFICE OF DEVELOPMENTAL DISABILITIES OMBUDS CLOSED OUT ANOTHER YEAR OF COMPLAINT RESOLUTION, MONITORING, OUTREACH AND TRAINING, AND SYSTEMIC POLICY WORK.OUTREACH, TRAINING, EDUCATION AND INFORMATION ON RIGHTS AND RESPONSIBILITIESTHE DD OMBUDS REACHED 8,012 PEOPLE WITH INFORMATION ABOUT THE DD OMBUDS SERVICES, TRAININGS ON TOPICS SUCH AS HOW TO NAVIGATE THE SERVICE SYSTEMS, SELF-ADVOCACY AND PROBLEM SOLVING, AND RESPONDING TO ABUSE, NEGLECT, AND SEXUAL ASSAULT THROUGH PRESENTATIONS AND OUTREACH AT 63 EVENTS. THE MAJORITY OF COMPLAINTS CONCERNED INDIVIDUAL CARE ISSUES (INCLUDES ACCESS TO DDA SERVICES AND CARE PLAN INDIVIDUALIZED ASSESSMENTS); ADMINISTRATION ISSUES (INCLUDES DISCHARGE/TRANSFER FROM HOSPITALS AND FROM DSHS FUNDED RESIDENTIAL PROGRAMS); AUTONOMY AND EXERCISE OF RIGHTS (INCLUDES DIGNITY/RESPECT, PREFERENCE, CHOICE AND RIGHTS, PRIVACY); ABUSE, SEXUAL ABUSE, NEGLECT; FOLLOWED BY ISSUES OF QUALITY OF LIFE AND HOUSING. MONITORINGTHE DD OMBUDS MADE 199 MONITORING VISITS ACROSS THE STATE THIS PAST FISCAL YEAR TO MEET AND TALK WITH INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES AND REVIEW FACILITIES, RESIDENCES, AND PROGRAMS. MONITORING VISITS ACCOMPLISHED SEVERAL PURPOSES. PEOPLE WHO RECEIVE SERVICES, THEIR FAMILIES, THEIR STAFF, AND THE PROVIDER ADMINISTRATION RECEIVE INFORMATION ABOUT THE DD OMBUDS. THE DD OMBUDS GIVES OUT MATERIALS THAT ARE EASY TO KEEP SUCH AS REFRIGERATOR MAGNETS, DOOR HANGERS AND COASTERS THAT HAVE INFORMATION ABOUT THE DD OMBUDS AND CLIENT RIGHTS. THE DD OMBUDS OBSERVE LIVING CONDITIONS, AND STAFF INTERACTIONS AND RESPONSIVENESS TO THE RESIDENTS THEY SUPPORT. THE DD OMBUDS ALSO RECEIVED COMPLAINTS, INITIATED COMPLAINTS AND IDENTIFIED LOCATIONS FOR FOLLOW UP MONITORING. ONCE THE PANDEMIC HIT THE DD OMBUDS STOPPED IN-PERSON VISITS AND DEVELOPED AND TESTED A TELEPHONE VISIT PROTOCOL AND BEGAN PHONE VISITS. SUMMARY OF SYSTEMIC ISSUE REPORTSTHE DD OMBUDS CONTINUES TO UTILIZE ITS SYSTEMIC REPORTS TO ADVOCATE FOR SYSTEMIC CHANGES. STUCK IN THE HOSPITAL - THE DD OMBUDS PUBLISHED THE "STUCK IN THE HOSPITAL" REPORT IN DECEMBER 2018. THE REPORT WAS A RESPONSE TO THE HIGH VOLUME OF COMPLAINTS THE DD OMBUDS RECEIVED ABOUT ADULTS WITH DEVELOPMENTAL DISABILITIES STUCK IN A HOSPITAL WITHOUT ANY MEDICAL NEED.
