Governance Explanations

Form 990, Part VI, Section A, Line 1

Executive committee includes the president, vice president, secretary and treasurer. They also act as the standing finance and audit committee.

Form 990, Part VI, Section A, Line 4

Our lawyers performed an in depth review of our bylaws to bring them in line with tax-exempt organizations best practices. They recommended amending and reinstating the bylaws in order to bring them into alignment with the current washington code (rcw) and best practices; which we did and the board adopted.

Form 990, Part VI, Section B, Line 11B

The 990 will be carefully reviewed by the cfo, coo and ceo and then presented to the board of directors via email prior to a regular meeting so they may carefully review the information for accuracy. It will then be voted on at a regular board meeting before finalizing and filing.

Form 990, Part VI, Section B, Line 12C

The bylaws - which contain this policy - are reviewed yearly by officers and board members and compliance is reviewed with each new member as they join the board. Board members are required to annually review and sign the conflict of interest policy, in addition to completing a conflict of interest questionnaire.

Form 990, Part VI, Section B, Line 15

The board reviews ceo compensation and current advertised rates for similar positions. The ceo reviews compensation for officers and key employees and compares to the same or similar positions.

Form 990, Part VI, Section C, Line 19

All documents are available for public inspection by appointment.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0BYRD BARR PLACE WAS A PRIMARY PARTNER IN THE DELTA PROJECT WHICH ASPIRED TO CREATE A NEW VISION OF CAPACITY BUILDING FOR AND BY COMMUNITIES OF COLOR. IT WAS FACILITATED BY A GROUP OF SEATTLE-AREA CAPACITY-BUILDING ORGANIZATIONS FOCUSED ON COMMUNITIES OF COLOR. EXISTING CAPACITY BUILDING SERVICES, PROVIDED BY MAINSTREAM ORGANIZATIONS, LACK CULTURAL RELEVANCY. PEOPLE OF COLOR ARE NOT BEING BROUGHT INTO CAPACITY BUILDING AND ORGANIZATIONAL DEVELOPMENT EFFORTS. IN ADDITION, THERE LACKS A UNIFYING VISION THAT BRINGS TOGETHER ESSENTIAL CAPACITY BUILDING ELEMENTS WITH RACE AND ETHNICITY AT THE CENTER. IN 2018, LEADERS FROM THE DELTA PLANNING TEAM: BYRD BARR PLACE, THE CENTER FOR ETHICAL LEADERSHIP, THE LATINO COMMUNITY FUND, THE NONPROFIT ASSISTANCE CENTER, RAINIER VALLEY CORPS, THE POTLATCH FUND, AND WAYFIND WORKED TO FORMULATE A NEW VISION FOR CAPACITY BUILDING FOR COMMUNITIES-OF-COLOR LED NONPROFITS. THAT WORK WAS PUBLISHED IN A PAPER OF COLOR, TITLED, THE DELTA VISION, WHICH WAS RELEASED AT THE END OF 2018. EXPENSES RELATED TO THIS PROJECT WERE $49,314IN PARTNERSHIP WITH SEATTLE U'S MBA PROGRAM, WE CONDUCTED A FEASIBILITY STUDY ON THE PROSPECT OF A LAND TRUST IN THE CENTRAL DISTRICT. THE RESULTS WERE PROMISING, IT PROVED POSSIBLE TO CREATE AND MAINTAIN A SUCCESSFUL LAND TRUST IN THE CENTRAL DISTRICT, GEARED TOWARDS PEOPLE OF COLOR. LAND TRUST IN THIS SENSE IS BEING USED AS A LEGAL TOOL TO PRESERVE AFFORDABLE HOUSING, MITIGATE GENTRIFICATION AND BUILD COMMUNITY WEALTH. BBP HAS BEEN SUPPORTING THE CREATION OF LOCAL LAND TRUSTS, BY HELPING THEM DEVELOP AND IMPLEMENT A CAPACITY BUILDING PLAN TO BE OPERATIONAL AND SUSTAINABLE. WE ALSO CREATED ROOTED COMMUNITIES, A WEBSITE DEDICATED TO EDUCATING COMMUNITIES OF COLOR ACROSS THE NATION ON WHAT A LAND TRUST IS, HOW IT WORKS AND WHAT NETWORKS ARE AVAILABLE GEOGRAPHICALLY THAT CAN SUPPORT THE ESTABLISHMENT AND SUSTAINABILITY OF LAND TRUSTS. EXPENSES RELATED TO THIS PROJECT WERE $164,379WE ARE ALSO A MEMBER OF THE YESLER COMMUNITY COLLABORATIVE, WORKING ON THE PURSUIT OF AN ANTI-DISPLACEMENT STRATEGY, A SUITE OF POLICY AND SYSTEMS CHANGES FOCUSING ON PRESERVING AND REBUILDING THE REGIONAL CULTURAL AND ECONOMIC HUBS OF THE AFRICAN-AMERICAN (CENTRAL AREA), ASIAN PACIFIC ISLANDER (CHINATOWN-INTERNATIONAL DISTRICT, OR C-ID) AND LGBTQIA (CAPITOL HILL) COMMUNITIES. SPECIFICALLY, OUR STRATEGY FOCUSES ON POLICIES AND PILOTS IN AFFORDABLE HOUSING AND NEIGHBORHOOD RETAIL SPACES ACCESSIBLE TO THE PEOPLE WHO HAVE TRADITIONALLY CALLED THESE COMMUNITIES HOME. EXPENSES RELATED TO THIS PROJECT WERE $82,190THE BBP FINANCIAL EDUCATION PROGRAM INTRODUCES LOW INCOME FAMILIES AND INDIVIDUALS TO BANKING, BUDGETING, AND DEBT REDUCTION. WE OFFER BOTH CLASSROOM CURRICULUM, AND ONE ON ONE FINANCIAL COACHING. OUR CLASSROOM WORKSHOPS PROVIDE A BASIC OVERVIEW OF KEY HOUSEHOLD FINANCE TOPICS, INCLUDING COMMON RISK FACTORS SUCH AS PAYDAY LOANS, MINIMUM DEBT PAYMENTS, DELINQUENT PAYMENTS, AND THE IMPORTANCE OF GOOD CREDIT. IN ADDITION TO THE CLASSROOM AND WORKSHOP-BASED SERVICES, A COMPANION FINANCIAL COACHING PROGRAM PROVIDES A MORE INTENSIVE 6-MONTH PROGRAM INDIVIDUALLY TAILORED TO THE NEEDS OF EACH CLIENT. THROUGH THIS PROGRAM CLIENTS ARE ASSIGNED A TRAINED VOLUNTEER COACH WHO WILL MEET WITH THEM 1-2 TIMES PER MONTH TO HELP CREATE FINANCIAL GOALS, START AND KEEP A BUDGET, SAVE TOWARDS A GOAL, AND UNDERSTAND CREDIT.
