A draft of form 990 is provided to ymca's auditors, executive director, finance director as well as ymca's board prior to filing. Any changes or questions are then directed to the return preparer and are addressed before the final return is filed.

Form 990, Part VI, Line 12C Conflict of interest policy

The conflict of interest policy is reviewed annually. Conflict of interest disclosure questionnaires are collected from all directors and officers at the beginning of each board year. The results of the questionnaires are compiled and reviewed by the executive committee whose members are responsible for enforcement of the conflict of interest policy.

Form 990, Part VI, Line 15A Process to establish compensation of top management official

THE BOARD OF DIRECTORS MUST APPROVE ANY CHANGE TO THE COMPENSATION OF THE YMCA EXECUTIVE DIRECTOR. THE BOARD DELEGATES ITS AUTHORITY TO DETERMINE THE COMPENSATION OF THE EXECUTIVE DIRECTOR TO THE personnel COMMITTEE. WHEN CONSIDERING THE COMPENSATION OF THE EXECUTIVE DIRECTOR, THE PERSONNEL COMMITTEE SHALL MEET WITHOUT THE EXECUTIVE DIRECTOR BEING PRESENT. THE COMMITTEE MUST DETERMINE THAT THE COMPENSATION TO BE PAID IS REASONABLE BY CONSIDERING ALL ELEMENTS OF COMPENSATION, COMPENSATION OF EXECUTIVE DIRECTORS IN SIMILAR SIZED YMCAS AND THE YMCA OF THE USA RECOMMENDED SALARY RANGE FOR EXECUTIVE DIRECTORS, AND THE COMMITTEE MEMBERS KNOWLEDGE OF COMPENSATION TRENDS IN EASTERN WASHINGTON. THE RESULTS OF THE PROCESS ARE DOCUMENTED AT THE NEXT REGULAR BOARD MEETING OF THE YMCA OF THE GREATER TRI-CITIES BOARD OF DIRECTORS, AND IN A CHANGE FORM FOR THE PAYROLL DEPARTMENT.

The ymca executive director must approve any change to the compensation of key employees . When considering the compensation of key employees, the executive director must determine that the compensation to be paid is reasonable by considering all elements of compensation. Using compensation of key employees in similar sized ymcas and the ymca of the usa recommended salary range for key employees of ymcas of similar budget size, and the ymca executive directors knowledge of compensation trends in eastern washington, as a guide in determining reasonable compensation. The results of the process are documented in a change form for the payroll department.

Form 990, Part III, Line 4A PROGRAM SERVICE ACCOMPLISHMENTS

Child care our ymca provides high quality child care by providing comprehensive activities for preschool and school age children drawing on diverse members of the community. We provide both full and part time options to serve a wide range of family scheduling needs. Our summer and holiday break day camp program continues the services throughout the year. Woven into the fabric of the ymca mission is a commitment to strengthening families. Ymca child care programs relieve the burden of balancing work and family and make it possible for parents of children in our care to remain gainfully employed, knowing that their children are thriving in a safe, developmentally sound environment. The ymca provides tuition assistance for child care services. We also provide a variety of activities that emphasize parent education and help parents lean more about how to raise healthy, happy children who develop self esteem and moral ethical values youth development programs ymca youth and teen programs give kids good role models to help them develop self esteem and good values, including cooperation, respect, good citizenship, and a strong work ethic. Youth sports develop a healthy understanding of team work, cooperation and competition. More than 4,000 "at risk youth" are served each year through the youth outreach center with education and recreation programs, along with comprehensive support services and life-skills training. Many programs are provided at no cost. Financial assistance is available for fee based programs, so a young person's economic circumstances are not a barrier to participation.

MANY PROGRAMS ARE PROVIDED AT NO COST. FINANCIAL ASSISTANCE IS AVAILABLE FOR FEE BASED PROGRAMS, SO A YOUNG PERSON'S ECONOMIC CIRCUMSTANCES ARE NOT A BARRIER TO PARTICIPATION.
