The members elect the members of the governing body.

FORM 990, PART VI, SECTION A, LINE 7A:

Any public utility district member selects a "representative", who is either a commissioner or employee of the district, to the board of directors which is the governing body and shall have one and one vote only. There are also associate members but they do not have voting rights.

FORM 990, PART VI, SECTION B, LINE 11B:

There will not be a review of the Form 990 by the entire governing body. An electronic copy will be sent to Officers and the Executive Director for review.

FORM 990, PART VI, SECTION B, LINE 12C:

All Board members are given an independence questionnaire annually. Five questions are asked to confirm they are independent and that they accept the organization's Conflict of Interest Policy.
