Governance Explanations

Form 990, Part VI, Section B, Line 11B

Prior to filing, the organization's leadership team conducts a thorough review of the draft Form 990 and provides feedback to ensure accuracy and completeness. Following this leadership review and the incorporation of any necessary updates, the revised draft is circulated to the Board of Directors for review and comment. After all board feedback has been considered and incorporated as appropriate, a final version of the Form 990 is prepared and submitted to the IRS.

Form 990, Part VI, Section B, Line 15

The organization determines management salaries through a structured and transparent process designed to ensure fairness and alignment with market standards. Compensation for executive and key management positions is reviewed and approved by the Board of Directors (or designated Compensation/Finance Committee). In establishing salaries, the organization considers comparable compensation data from similar nonprofit organizations, taking into account factors such as budget size, geographic location, scope of responsibility, and years of experience. The review process is documented in meeting minutes, and no individual participates in discussions or votes regarding their own compensation.

IRS990/Desc0Across Pennsylvania, PEDC's regional hubs have continued to deepen engagement and strengthen local educator diversity efforts through consistent collaboration, programming, and community-building. Each region convenes monthly meetings that bring together educators, leaders, and partners to address the unique needs of their communities-ensuring the work remains responsive, grounded, and impactful. In the Southeast region, PEDC has hosted Inspire to Teach events, Juneteenth celebrations, and a Teacher Series that uplift and amplify the voices of educators in the field. These gatherings celebrate identity, purpose, and possibility while fostering meaningful dialogue and collective visioning around equity and culturally relevant and sustaining practices. In the Southwest region, PEDC has expanded its reach through Educator Incubators and Labs, including DiversifyEd and Inspire to Teach, which serve as innovative spaces for recruitment, preparation, and professional growth. The region has also prioritized intentional engagement with local leaders who are driving systemic change in schools and across communities. Sessions featuring leaders such as K. Chase Patterson, CEO of the Urban Academy of Greater Pittsburgh, have modeled how to center student voice, strengthen community engagement, and integrate data-driven strategies that foster belonging and inclusion. Together, these regional accomplishments reflect PEDC's ongoing commitment to meeting communities where they are, nurturing local leadership, and building collective power to sustain, and humanize Pennsylvania's educator workforce.

IRS990/ProgSrvcAccomActy2Grp/Desc0Beginning in 2024, the Pennsylvania Educator Diversity Consortium (PEDC) strengthened its statewide presence and collective impact through intentional collaboration, advocacy, and community care. With active participation from educators, leaders, and partners across the Commonwealth, PEDC's statewide meetings served as hubs for alignment, reflection, and coordinated action toward diversifying and sustaining Pennsylvania's educator workforce. PEDC advanced policy and advocacy efforts through Advocacy Day at the Capitol, mobilizing over 100 educators, students, and advocates to call for full funding of the $10,000 Student Teacher Stipend Program and additional investments in teacher recruitment and retention. This unified action elevated PEDC's voice in state policymaking and reinforced its leadership in shaping equitable educator workforce legislation. Throughout the year, statewide convenings addressed critical and timely issues, including mental health and educator wellness, the impact of federal education funding, and the advancement of Culturally Relevant and Sustaining Education (CRSE) across PK-20 systems. PEDC's sessions highlighted the intersection of wellness, equity, and policy-creating space for honest reflection and shared strategies to sustain educators amid political and social challenges. PEDC also celebrated the success of the 2025 Educator Diversity Summit, which brought together more than 430 participants statewide under the theme The Power of Solidarity: Diversifying the Educator Workforce, Together!, and introduced new resources like Navigating Challenging Waters: A Guide for Culturally Relevant and Sustaining Educators in PreK-12. The guide, created by members of PEDC's CRSE Community of Practice, offers practical tools to support educators in implementing CRSE within challenging environments. Collectively, these accomplishments demonstrate PEDC's capacity to mobilize a statewide network, influence education policy, and foster a culture of wellness, belonging, and shared purpose. Through its consistent engagement, collaborative structure, and unwavering focus on equity, PEDC continues to lead the movement toward a more just and inclusive educator workforce across Pennsylvania.

IRS990/ProgSrvcAccomActy3Grp/Desc0Beginning in 2024, the Pennsylvania Educator Diversity Consortium (PEDC) continued to expand its statewide impact through strategic collaboration, advocacy, and the development of transformative resources that advance educator diversity and culturally relevant, sustaining education (CRSE) across Pennsylvania. PEDC's statewide meetings-held monthly alongside regional convenings-have become vital spaces for connection, learning, and action among educators, leaders, policymakers, and community partners. These gatherings provided structure and momentum for advancing equity-driven policies, including Advocacy Day at the Capitol, which brought together over 100 educators, students, and advocates to call for full funding of the $10,000 Student Teacher Stipend Program and continued investment in teacher recruitment and retention. PEDC also hosted timely statewide sessions on mental health and educator wellness, federal education policy, and advancing CRSE in a politically challenging climate, ensuring that Pennsylvania's education community remained both informed and inspired. At the heart of PEDC's work is a deep commitment to resource creation and knowledge sharing. This year's accomplishments include the publication of Transformative Teacher Education: Disrupting Pedagogy, Practice, and Ideology to Forge Culturally Relevant and Sustaining Education, co-edited by PEDC Co-Executive Director Dr. Donna-Marie Cole-Malott. PEDC also developed a suite of CRSE Toolkits focused on parents, community mentors, recruitment, retention, and mentoring; a new CRSE Guide for Educators and Leaders, Navigating Challenging Waters; and additional resources on immigration, educator diversity policy, and community engagement. Collectively, these materials have become critical tools for educators, leaders, and policymakers working toward more equitable systems. PEDC's annual Educator Diversity Summit, The Power of Solidarity: Diversifying the Educator Workforce, Together!, drew more than 200 participants from across the education ecosystem and highlighted the interconnectedness of wellness, solidarity, and systemic change. PEDC also enhanced its digital infrastructure, redesigning its website to improve accessibility and engagement, making its resources and programming more readily available to educators statewide. Through its statewide and regional meetings, public programming, and community-driven initiatives, PEDC continues to offer a space for reflection, dialogue, and collective action-where educators and allies can be in community with others who share a commitment to transforming education in Pennsylvania. Together, these accomplishments underscore PEDC's role as a statewide catalyst for change, building collective power, nurturing belonging, and creating the conditions for a more just, inclusive, and culturally sustaining education system.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0The 2025 PEDC Summit was a landmark gathering, drawing over 430 participants from across Pennsylvania, the United States, and even the Philippines-including students, teachers, administrators, higher education leaders, policymakers, advocates, and community partners. Together, they advanced a shared vision for equity, solidarity, and educator diversity across the PK-20 continuum. Among its most significant accomplishments, the summit: * Strengthened statewide and national solidarity by uniting PK-20 institutions, policymakers, and community leaders in a collective commitment to humanizing and strengthening the educator workforce in Pennsylvania. * Elevated transformative voices through keynote presentations and sessions with nationally recognized leaders-including Dr. Yolanda Sealey-Ruiz, Dr. Pedro Noguera, Dr. Salome Thomas-EL, and Floyd Jones-whose messages inspired critical reflection, healing, and collective action. * Bridged scholarship and practice with the launch of Transformative Teacher Education: Disrupting Pedagogy, Practice, and Ideology to Forge Culturally Relevant and Sustaining Education, co-edited by Dr. Donna-Marie Cole-Malott, Dr. Juliet Curci, and Luca Poxon, highlighting Pennsylvania's leadership in embedding CRSE within teacher preparation programs. * Advanced policy and advocacy efforts through the Kitchen Table Conversation with state legislators and education leaders, reinforcing momentum behind the $10,000 Student Teacher Stipend Law and other educator diversity policies that support recruitment, retention, and sustainability. * Modeled human-centered, healing-informed practice through wellness components such as breathwork, the Healing Sanctuary, and reflective Vibe Chats, which participants praised for creating connection and belonging in a virtual environment Participant feedback underscored the summit's exceptional impact, with 97-98% of attendees rating sessions as "useful or highly useful" across all three days. Respondents described the summit as "the most relevant and engaging professional learning space" available to educators and praised its ability to offer knowledge, community, and healing in equal measure.
