“Our main activities consist of: 1. Funding training and education programs that build local capacity for emergency response, coordination, and technological adaptation. 2. Supporting civilian infrastructure and humanitarian logistics to improve shelter, hygiene, and care for displaced and vulnerable populations. 3. Enabling the development of non-lethal protective technologies to safeguard civilians from aerial and electronic threats. 4. Conducting field assessments in high-risk regions of Ukraine to identify urgent community needs, guide humanitarian response planning, and verify aid distribution. Selected Accomplishments: In 2024, the organization provided support to civil-society NGOs for procurement of spare parts for protective and monitoring equipment, and to cover operational expenses for humanitarian coordination. Grants were made to partner organizations to advance technologies that detect and mitigate aerial threats against civilian objects. Funding was provided to community-based organizations to replace destroyed equipment and expand de-mining operations, as well as to deliver vehicles, power equipment, and emergency response supplies in conflict-affected regions. The organization supported charitable partners to improve communications, enhance worker safety during humanitarian operations, and transport food and medical supplies to Additional grants enabled local NGOs to procure shelter materials, infrastructure components, and communications systems in support of humanitarian workers in conflict zones. All support provided by the organization is carefully monitored and documented to ensure compliance with U.S. law and organizational mission. Efforts are designed to maximize impact while upholding transparency and protecting civilian life in wartime Ukraine.”

“Schedule F, Part V Supplemental Information, Use of Grant Monitoring Procedures Our organization conducts rigorous due diligence before awarding grants, including vetting recipients for reputation, competence, and capacity, supported by extensive in-person assessments. Over 90% of our grants go to long-standing partners we have monitored for years. Post-award, grantees submit standardized reports detailing aid received, categories of use, numbers of people assisted, compliance certifications, and, where feasible, photo documentation. All recipients certify that aid is used solely for non-lethal humanitarian purposes, not diverted to sanctioned entities, and that accurate records are maintained.
