Governance Explanations

Form 990, Part VI, Section B, Line 11B

The executive director shall work with an accountant to prepare the annual 990 tax form. The form 990 will be presented to the board of directors in advance of the filing, either by email or during a board meeting.

Form 990, Part VI, Section B, Line 12C

Each director, principal officer, and member of a committee with governing body delegated powers shall annually receive the conflict of interest policy and sign a statement which affirms they have received a copy of the policy, read and understands the policy, agrees to comply with the policy, and understands the responsibilities of serving on the board of a charitable organizaiton.

Each year, the full board, led by the executive committee, shall evaluate the executive director on their performance. This will include self-reflection and input from the executive director. The executive committee will obtain information from a third party (care oregon) to make a recommendation to the full board for the compensation of the executive director based on a review of the comparability data.

SUPPORTED 5 COMMUNITY-BASED DESIGN PILOTS FROM DIVERSE REGIONS ACROSS OREGON TO CREATE, WITH CROSS-SECTOR ENGAGEMENT, A CHILD SUCCESS MODEL FOR THE FIRST 1000 DAYS OF LIFE THAT IS SPECIFIC TO THEIR REGION.. ALL 5 DESIGN PILOTS SUBMITTED A CHILD SUCCESS MODEL AFTER A YEAR COMMUNITY BASED PROCESS IN EACH REGION.. CONVENED 3 LEARNING COMMUNITIES FROM DIVERSE REGIONS ACROSS OREGON TO PARTICIPATE IN THE DESIGN OF A STATWIDE CHILD SUCCESS MODEL.. ENGAGED ALL 8 REGIONS ( 5 DESIGN PILOTS AND 3 LEARNING COMMUNITIES), REPRESENTING NEARLY HALF OF OREGON'S COUNTIES, IN A LEARNING COLLABORATIVE, STAFFED BY PROFESSIONAL FACILITATORS AND A RESEARCHER.. ONE OF THE OUTCOMES OF THIS LEARNING COLLABORATIVE INCLUDES 7 OVERARCHING THEMES THAT INFORM THE DESIGN OF A CHILD SUCCESS MODEL FOR OREGON.. CONDUCTED A ROBUST STRATEGIC COMMUNICATION STRATEGY TO BOTH SUPPORT THE UPSTREAM INITIATIVE PARTICIPANTS, AND TO PROMOTE THE WORK OF THE UPSTREAM INITIATIVE WITH STAKEHOLDERS AROUND THE STATE.. BASED ON THESE 7 OVERARCHING THEMES AND THE 5 LOCAL CHILD SUCCESS MODELS, AND WITH INPUT FROM DESIGN PILOTS AND OTHER KEY STAKEHOLDERS, WE DRAFTED SENATE BILL 1167, WHICH HAS BIPARTISAN SUPPORT FROM LEGISLATORS ACROSS THE STATE OF OREGON.. SB 1167, KNOWN AS THE CHILD SUCCESS ACT, IF PASSED, WOULD INVEST $12M STATEWIDE INTO CHILD SUCCESS MODELS, AND WOULD BE THE FIRST LEGISLATION NATIONALLY THAT WOULD CODIFY INTO STATUTE THE IMPORTANCE OF INVESTING IN THE FIRST 1000 DAYS AS A PRIMARY PREVENTION STRATEGY.. DESIGN PILOT COMMUNITIES CONSISTENTLY REPORT THAT AS A RESULT OF ENGAGING IN THE UPSTREAM INITIATIVE, EXISTING RELATIONSHIPS HAVE DEEPENED, CONVERSATIONS ARE MORE FOCUSED ON THIS CRUCIAL AND PRECIOUS TIME PERIOD OF THE FIRST 1000 DAYS OF LIFE, AND CREATIVITY FOR SYSTEMS RE-DESIGN HAS BEEN UNLEASHED OR REINVIGORATED.IN SUMMARY, DURING OUR SECOND YEAR OF BEING AN ORGANIZATION AND OPERATING THE UPSTREAM INITIATIVE, WE ACHIEVED STRONG STATEWIDE COMMUNITY-BASED ENGAGEMENT, RESULTING IN LEGISLATION THAT, IF PASSED, WILL RESOURCE THESE LOCAL CHILD SUCCESS MODELS, AND WE ARE IMPLEMENTING A COMPREHENSIVE STRATEGY TO ADVANCE THE WORK OF THESE COMMUNITIES.
