Patrols occurred under contract between MSI and City of Minneapolis. That contract ended on Dec. 31, 2023. When the contract ended, MSI had bank balance of $8,672. In January 2024, MSI asked each donor whether they wanted a refund of a share of funds remaining or for MSI to contribute those funds to the Lowry Hill Neighborhood Association (LHNA) (a 501(c)(3) entity) for the restricted purpose of public safety initiatives in the Lowry Hill neighborhood of Minneapolis. In accordance with the donor requests received, MSI refunded $1,251 to donors. MSI paid $188 for website registration and hosting. $8,672 - $1,251 - $188 = $7,233 remaining. So, to promote social welfare, MSI granted its remaining $7,233 to LHNA for the restricted purpose of public safety initiatives in Lowry Hill. (Specific contributions from MSI to LHNA: March 2024: $7,000. September 2024: $233.) LHNA indicated to MSI that the public safety initiative would be one or more surveillance cameras in public areas installed in collaboration with the Minneapolis Police Department. After the steps described above, $0 remained in MSI's bank account. MSI has terminated its bank account and is now filing its termination return with the IRS. |
