Form 990, Part VI, Section B, Line 15

Compensation for the Executive Director was assessed in 2021 prior to filling the position and again in 2022 prior to hiring the Executive Director. Compensation for the Program Manager was assessed in 2022 prior to filling the position. The Executive Director position and salary was studied and developed based upon information from multiple sources: PayScale, GuideStar's Nonprofit Compensation report and MN Council of Nonprofits. Compensation is reviewed yearly referencing the MN Council of Nonprofits report on nonprofit compensation. The job description was written prior to dispensation of funding from the MN Department of Health that made it feasible to hire an executive Director (ED) and an additional employee, the Program Manager. The salary that was set for the ED was based upon a survey of ED positions for similar nonprofits in the same geographic area and professional sector; public health. Likewise, the Program Manager position was also developed based upon these models. For both positions, given the experience of the candidates and the demands of the work, salaries were set commensurate with experience and within the 75th percentile of similar salaries for similar positions. MNSBHA was established quickly in response to the COVID 19 public health crisis, so it was not feasible to offer benefits. Therefore staff were offered a benefit inflater on their salaries based on the average cost of benefits for those working in the public health workforce. The amount provided was set at 27.4% of the salary. In 2023, research was completed with board input on developing a benefit portfolio for 2024. In 2024, the benefit portfolio was implemented to include health, life, dental, vision and a simple IRA.

IRS990/Desc0In the year 2024, MNSHBA continues the work as the statewide capacity-building organization for school-based health centers in MN. As a grantee of the MN Department of Health (MDH) with an expertise in implementation, planning and improvement, MNSBHA provided technical assistance to seven established networks of School Based Health Centers (SBHC), and 17 emerging initiatives across the state. The first year in operation, the Alliance developed a Readiness Assessment for SBHC start-up, surveyed the SBHC workforce on areas they needed support, established an electronic "basecamp" for shared materials, developed a plan for uniform data collection across SBHCs, participated in statewide conversations on the impact of school-based health centers, and ran a Lunch and Learn series for the school-based healthcare Community of Practice. These activities continue in 2024 with constant quality improvement, additional programming, developing a Youth Council and expanded tools for building sustainable school-based practices. After a steady, 50-year growth rate of 2%, SBHC initiatives are growing at a rate of 60% with a focus on advancing rural programs. Yearly outcomes include evaluation and date collection, guidance on adolescent care and ongoing technical assistance to school districts. The Community of Practice meets monthly for training and collaboration. MNSBHA also builds relationships between organizations with aligned missions including but not limited to state offices, children's healthcare providers, community-based organizations, health professionals, educators and lawmakers.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt2Compensation for the Executive Director was assessed in 2021 prior to filling the position and again in 2022 prior to hiring the Executive Director. Compensation for the Program Manager was assessed in 2022 prior to filling the position. The Executive Director position and salary was studied and developed based upon information from multiple sources: PayScale, GuideStar's Nonprofit Compensation report and MN Council of Nonprofits. Compensation is reviewed yearly referencing the MN Council of Nonprofits report on nonprofit compensation. The job description was written prior to dispensation of funding from the MN Department of Health that made it feasible to hire an executive Director (ED) and an additional employee, the Program Manager. The salary that was set for the ED was based upon a survey of ED positions for similar nonprofits in the same geographic area and professional sector; public health. Likewise, the Program Manager position was also developed based upon these models. For both positions, given the experience of the candidates and the demands of the work, salaries were set commensurate with experience and within the 75th percentile of similar salaries for similar positions. MNSBHA was established quickly in response to the COVID 19 public health crisis, so it was not feasible to offer benefits. Therefore staff were offered a benefit inflater on their salaries based on the average cost of benefits for those working in the public health workforce. The amount provided was set at 27.4% of the salary. In 2023, research was completed with board input on developing a benefit portfolio for 2024. In 2024, the benefit portfolio was implemented to include health, life, dental, vision and a simple IRA.
