The ncer by-laws require potential board members to fully and completely disclose any potential conflicts of interest. The ncer board of directors has adopted a policy that includes annual disclosure of conflicts of interest and plans to increase monitoring of compliance with this policy.

The ncer board of directors require the executive director to annually establish goals and perform a self-review at the final board meeting of the calendar year. The board performs a review of the executive director's performance and provides feedback and direction for the upcoming year and then determines compensation for the forthcoming calendar year without the executive director present. The results of the board's performance review and compensation determination are presented to the executive director.
