We are dedicated to meeting the needs of Georgia's veterans. The Georgia Veterans Service Foundation, Inc. (GVSF) is a federal 501c(3) non-profit organization established in an effort to help our community partners better meet the needs of Georgia's veteran population. We strive to meet the multitude of needs of veterans living in Georgia through the identification of and prompt referral to trustworthy resources and the financial support of the organizations that are directly serving our veterans in every community across the state. Six new Veterans Service Foundation Board members were appointed on July 6, 2023. At that time the following funding priorities were established: Housing, Education, Transportation, Food Insecurity and Mental and Behavioral Health.

Mission and Program Overview

Mission

Actively seek supplemental funds and in-kind goods, services, and property to promote GA's state war veterans homes and cemeteries and for any other purpose of the GA Veterans Service Board; To provide funds to assist veterans of good moral character with a discharge other than dishonorable for the purpose of service, welfare and rehabilitation; To promote employment and transition opportunities for such persons; to engage in educating the public about veterans' affairs and issues of importance to veterans; and otherwise assist those who have sacrificed so much for our country; To engage in any and all operations necessary or incidental to carrying out these purposes, including the raising of funds for service, welfare and rehabilitation efforts in connection with GA's veterans of military service; To focus on assisting homeless veterans; It shall be at the sole discretion of the GA Veterans Service Foundation to have final say of how money is distributed.

Governance Explanations

Form 990, Part VI, Section A, Line 7A

As per GA Code 38-4-14, section 1, (2) the Georgia Veterans Service Foundation board members shall be appointed by the Commissioner of Veterans Service, subject to approval by the Georgia Veterans Service Board.

Form 990, Part VI, Section B, Line 11B

Once the form is prepared by the foundation, it is reviewed by the GA State Accounting Office (for financial verification only), then shared with all board members prior to submission to the IRS.

Form 990, Part VI, Section B, Line 12C

In accordance with OCGA § 45-10-26, an employee who has transacted business with the State of Georgia or any agency of the State of Georgia must electronically file a State Business Transaction Report with the Georgia Government Transparency and Campaign Finance Commission prior to January 31st of each calendar year. All appointed public officials are required to disclose all business transactions with the State of Georgia and any other agency of the State of Georgia occurring during the previous calendar year. This includes transactions between the State and either the public officer or employee, or on behalf of any business in which the public official or employee or any member of their family holds a substantial interest. Failure to disclose such business transactions will subject the public officer or employee or business to a civil fine not to exceed $10,000, restitution to the state of any pecuniary benefit received as a result of such violation and in the case of appointed officials and employees, removal from office or employment. All board members are required to sign a conflict-of-interest affidavit annually.

Officers to include CEO, CFO and COO as well as all board members of the Georgia Veterans Service Foundation are not compensated for their work with the foundation as codified in the foundation by-laws.

The Georgia Veterans Service Foundation shall provide its Internal Revenue forms 990, 990-T, 1023and 5227, bylaws, conflict of interest policy, and financial statements to the general public for inspection free of charge. The Georgia Veterans Service Foundation shall make "Widely Available" the aforementioned documents on its internet website: https://gaveteransfoundation.org when the documents become available to be viewed and inspected by the general public. (a) The documents shall be posted in a format that allows an individual using the Internet to access, download, view and print them in a manner that exactly reproduces the image of the original document filed with the IRS (except information exempt from public disclosure requirements, such as contributor lists). (b) The website should clearly inform readers that the document is available and provide instructions for downloading it. (c) The Georgia Veterans Service Foundation shall not charge a fee for downloading the information. Documents shall not be posted in a format that requires special computer hardware or software (other than software readily available to the public free of charge).

Donors can designate what they want their donations spent on, but do not oversee the distribution or use. Remaining designated fund break-down is as follows: Education- revenue for veterans benefit books for distribution at the veteran's outreach events throughout Georgia $12,500; Homelessness $110; Housing (New Veterans War Nursing Home) $1,025; and Mental Health (Suicide Prevention) $13,080.

Schedule B, Part I

There were two organizations that donated $5,000 or more to the Georgia Veterans Service Foundations, Inc. The first was Lexicon Strategies who donated $50,000 to support the very successful 2024 "Lets Connect" Suicide Prevention Summit which is listed as #1 in our program accomplishments under Mental and Behavioral Health. $40,920 was expended. The second was from the Cherry Blossom Festival for $5,000 for general use by the foundation. The foundation board has not identified how these funds are going to be put to use.

IRS990/Desc0Mental and Behavioral Health/Education- Supported the 2024-SSG Fox Suicide Prevention Let's Connect Summit in Georgia. The focus of the summit was making connections, connections with others, resources, military affiliated groups and learning about suicide prevention. There were networking opportunities with Social on the 1st night. We opened the Summit with the purpose (Connections), with a speech from the GDVS Commissioner, and reflections from the Fox Family. Throughout the next 2 days there were classes for clinicians (CEUs), Lethal Means Safety, how to become a member of the Governor's Challenge, a panel of clinicians discussing the trends of Suicide Prevention, lived experiences, Suicide Prevention) identifying the Signs. The 2024 Let's Connect Summit was attended by 150 individuals, 47% self-identified as Service Member, Veterans and their families (SMVF). 88% were satisfied with the 2024 Summit and 96% said they would attend the following year. Over 65 Organizations were represented. Each segment conducts a pre-and-post survey to evaluate the effectiveness of the classes. 71 Surveys were completed (44 Pre) (27 Post). Attendees included 17 Service Members, 27 Veterans, 30 Veteran Family Members, 14 Teens, 10 Children under 13. The attendees lived, worked, and attended schools in 65 Georgia Counties. There were over 17 Vendors in attendance to include: Georgia Suicide Prevention Task Force, Georgia Department of Veterans Service, Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD), Department of Public Health (DPH).

(GVSF) is a federal 501c(3) non-profit organization established in an effort to help our community partners better meet the needs of Georgia's veteran population. We strive to meet the multitude of needs of veterans living in Georgia through the identification of and prompt referral to trustworthy resources and the financial support of the organizations that are directly serving our veterans in every community across the state. Foundation priorities are as follows: Housing, Education, Transportation, Food Insecurity, and Mental and Behavioral Health.

During CY 2024 only fundraising occurred, expenses were not generated until CY 2025 and will be reported on the CY 2025 Form 990.

All appointed public officials are required to disclose all business transactions with the State of Georgia and any other agency of the State of Georgia occurring during the previous calendar year. This includes transactions between the State and either the public officer or employee, or on behalf of any business in which the public official or employee or any member of their family holds a substantial interest. Failure to disclose such business transactions will subject the public officer or employee or business to a civil fine not to exceed $10,000, restitution to the state of any pecuniary benefit received as a result of such violation and in the case of appointed officials and employees, removal from office or employment. All board members are required to sign a conflict-of-interest affidavit annually.

The first was Lexicon Strategies who donated $50,000 to support the very successful 2024 "Lets Connect" Suicide Prevention Summit which is listed as #1 in our program accomplishments under Mental and Behavioral Health. $40,920 was expended. The second was from the Cherry Blossom Festival for $5,000 for general use by the foundation. The foundation board has not identified how these funds are going to be put to use.
