“The EO has five major Board Committees, these are: (1) The Executive Committee (2) The Program and Development Committee (3) The Nominating Committee (4) The Audit Committee, and (5) The Development Committee. The business of the governing body (Board of Trustees) may be designated to an Executive Committee that shall have the power to act for the Board in the period between Board meetings as well as on matters that the Board specifically delegates to it. All interim actions of the Executive Committee shall be reported to the full Board at its next meeting. The Executive Committee shall be comprised of three trustees: the Executive Chairperson, the Vice Chairperson and the Chairperson of the Audit Committee. All the Executive Committee members are members of the governing body. The Executive Committee shall: a) act, as empowered by the Board, on behalf of the Board as the need arises between full meetings of the Board; b) handle, with the Board's agreement, sensitive matters that are best kept within a smaller rather than a larger group; c) assist the Board Chairperson and the Managing Director in preparing the agenda for regular meetings of the Board; d) identify issues that should be brought to the attention of the Board Committees; and e) conduct an annual review of the performance of the Managing Director and later reporting the review and terms to the full Board; f) Set the terms of the Managing Director's compensation. The Executive Committee exercised this authority during the reporting period.”
“The EO established a District of Colombia (DC) Non-profit Corporation whose sole member is Dr. Ousmane Badiane. However, the Corporation may choose to accept applications for General Members (hereinafter "General Members") into the Corporation. General Members shall not have the same rights and privileges as the Membership. Instead, the rights and privileges of General Members shall be governed by the board-approved General Members Policies.”

“Apart from ensuring that all employees are informed and trained on the Conflict of Interest Policy, the EO requires all employees to complete annual Conflict of Interest Questionnaire, listing all entities in which they have a Financial or Control Interest in, reporting any previously disclosed and approved potential conflicts of interest. AKADEMIYA2063 keeps a written record of the conflict of interest and how it dealt with it in the Minutes of Board meetings. A Register of Conflicts of Interest is maintained for the purpose of identifying and recording conflicts. This will be circulated at each BOT meeting and is completed by all board members. A Registerof other Board Membership that the trustees of the Board hold shall be kept and updated at every meeting.”

This remuneration will rely on the EO's Human Resources Policies and Procedures which specifies that the salaries and conditions of service of staff shall be established by reference to those of similar employers as determined by a salary survey. “Rationale for creating AKADEMIYA2063 AKADEMIYA2063 was established to house three major Africawide programs supporting the Comprehensive Africa Agriculture Programme (CAADP) implementation and promoting effective evidence-based development policy-the Regional Strategic Analysis and Knowledge Support System (ReSAKSS), the African Growth and Development Policy (AGRODEP) Modeling Consortium, and the Malabo Montpellier (MaMo) Panel-as well as other programs, projects, and partnerships. AKADEMIYA2063's core programs and other activities aim in different ways to strengthen knowledge systems, promote evidence-based policymaking, and contribute to agricultural and economic development and ultimately to the achievement of the aspirations of the African Union's Agenda 2063-The Africa We Want. Role of AKADEMIYA2063 Inspired by the ambitions of the African Union's Agenda 2063 and grounded in the recognition of the central importance of strong knowledge and evidence-based systems, the vision of AKADEMIYA2063 is an Africa with the expertise we need for the Africa we want. That is an Africa where the available expertise is strong enough and mobilized effectively to meet the continent's development ambitions. This expertise must be responsive to the continent's needs for data and analysis to ensure high-quality policy design and execution. Inclusive, evidence-informed policymaking is key to meeting the continent's development aspirations, creating wealth, and changing livelihoods for the better. “EO Operations The states in which the organization conducts activities including any states where the EO owns or leases property, has employees, sells goods or services, or if applicable, solicits contributions. AKADEMIYA2063's program activities are pre-dominantly in the African Continent with its principal office in Kigali, Rwanda and a regional office in Dakar, Senegal. AKADEMIYA2063 also has outposted staff in USA, Germany, Ethiopia and Kenya. In the period 01 July 2024 to 31 December 2024, there were a total 18 staff in Rwanda, 31 staff in Senegal, 1 staff in Ethiopia, 3 staff in USA and 1 staff in Kenya (total number 54, average number 53) whereas in the period 01 July 2023 to 30 June 2024, there were a total of 23 staff in Rwanda, 32 staff in Senegal, 1 staff in Ethiopia, 3 staff in USA, 1 staff in Kenya and 2 staff in Germany (total number 62, average number 50). The organisation has movable assets in Rwanda and Senegal and leases office spaces in Kigali and Dakar. The project activities are undertaken in different regions as stated below: - 1.The Regional Strategic Analysis and Knowledge Support System (ReSAKSS) Program provides data and related analytical and knowledge products to facilitate CAADP benchmarking. These activities are carried out in African Union (AU) member states, as need arises. 2.The African Growth and Development Policy (AGRODEP) Program activities aim at enabling and supporting African experts to take a leading role studying strategic development issues facing Africa hence has an African-wide footprint. 3.The Malabo Montpellier (MaMo) Panel convenes 18 leading experts in agriculture, engineering, ecology, nutrition, and food security. These experts work with African governments to accelerate progress toward food security and improved nutrition. The program activities cut across the African continent. 4.The Food System Resilience Program (FSRP) studies were carried out in the West African countries. 5.The Agriculture/Agrifood Systems and Climate Action (ASCA-IPO) Project is implemented as part of a consortium and has an Africa-wide activities with special focus in Nigeria. 6.Improving Sanitary and Phytosanitary Systems (SPS) in Africa for Food Security and Trade Project work is undertaken in AU member states. 7.Food Systems Policy Coherence (FSPC) assessments are carried out in six African countries of Benin, Kenya, Mozambique, Nigeria, Ethiopia, and Tanzania 8.All activities for the review of Rwanda's National Agricultural Export Development (NAEB) Strategic Business Plan (SBP) 2019-2024 are domiciled in Rwanda . Just as are the activities of Supporting The Development of Rwanda's Fifth Strategic Plan For Agricultural Transformation (PSTA 5). 9.The Policy, Evidence, Analytics, Research and Learning (PEARL) project activities were carried out in the AU member states. 10.The activities for the project "Support for the Implementation of the Paris Agreement on Climate Change in Africa- CACCI" are undertaken in the AU member states. 11.The African Agriculture Trade Monitor (AATM) program undertakes an analysis of agricultural trade in Africa 12.Digitally Enabled Resilience and Nutrition Policy Innovations (DERPIn) Project has activities in Rwanda, Senegal, Malawi, Ghana and Uganda. It works in close collaboration with in-country partners in these countries. 13.Ukama Ustawi (UU): Diversification for resilient agrifood systems in East and Southern Africa (ESA Project has activities in twelve (12) focus countries in East and Southern Africa. 14.Feed the Future Policy Analysis for African Agri-Food Systems (PAAS) Project activities are African-wide. 15.The establishment of African Food Safety Agency (AFSA) under the Partnership for Aflatoxin Control in Africa (PACA) Program will coordinate activities across all AU member states”

Research and Publications AKADEMIYA2063 expanded its evidence base through 195 publications, including: - 123 Africa Agriculture Watch (AAgWa) crop production forecasts across 44 countries and 11 crops. - 11 CACCI Field Notes on climate adaptation and mitigation under the Comprehensive Action for Climate Change Initiative (CACCI). - 4 AKADEMIYA2063 Working Papers and 5 AGRODEP Working Papers addressing food systems resilience, smallholder diversification, and climate shocks. - 4 El Nio 2024 Briefs analyzing drought impacts on staple crops in Southern Africa. - 5 CAADP Biennial Review (BR) Briefs and an outcome story advancing mutual accountability under the Post-Malabo Agenda. - 2 Ukraine Crisis Briefs assessing economic impacts of global market disruptions on African economies. - 2 Policy Papers covering food safety in Africa and climate vulnerability in Senegal. 3. Key Events and Policy Engagements AKADEMIYA2063 hosted and participated in over 70 technical meetings and flagship events, facilitating evidence-driven policy dialogue: - ReSAKSS Annual Conference (Rabat, Morocco): Focused on climate and bioeconomy linkages for sustainable agrifood systems, co-hosted with AUC-DARBE and PCNS. - AATM Launch (Kigali, Rwanda): Organized with IFPRI and AGRA, featuring discourse on climate-trade synergies. - Malabo Montpellier Forums: - YOUTH AHEAD Forum (Kampala, Uganda) - VALUE-UP Forum (Online and Uganda) - Africa Food Systems Forum 2024 Side Event: On Youth-Led Innovations for Sustainable Agrifood Systems. - AGRODEP SPS Training Workshop (Botswana): Strengthened capacities on sanitary and phytosanitary (SPS) systems with AUC and USDA. - Participation in ICAE 2024 (India): Contributed to global debates on agri-food system transformation. - CACCI Knowledge Seminar (Kigali): Co-organized with REMA, focusing on national climate analytics. - World Bank-AKADEMIYA2063 Webinar: Discussed Global Commodity Prices and Forecasts. 4. Strategic Partnerships Two new Memoranda of Understanding were signed in 2024 to expand collaboration: - IFAD: Jointly promoting evidence-based policymaking and impact assessment in agrifood transformation. - COMESA: Supporting CAADP Joint Sector Reviews (JSRs), program design, and monitoring for regional agrifood systems transformation. 5. Organizational Growth and Capability - Strengthened technical expertise in economic modeling, remote sensing, machine learning, climate analytics, and digital platforms. - Expanded deployment under the Accelerated Implementation of Climate Action in Africa (AICAA) framework, supporting NDC and NAP implementation.”
“EO Funding Sources For the current reporting and the prior reporting periods, the Organisation received funding from: 1. USA - the United States Agency for International Development (USAID), the United Stated Department of Agriculture (USDA), the Bill Gates Foundation (BGF) and the World Bank Group. 2. Europe - (German Federal Ministry for Economic Cooperation and Development (BMZ), the Global Center on Adaptation (GCA), the Food and Agriculture Organization of the United Nations (FAO), and The Global Alliance for Improved Nutrition (GAIN). 3. Africa - the African Development Bank (AfDB), the Alliance for a Green Revolution in Africa (AGRA). 4. AKADEMIYA2063 was also a sub-recepient of funds from: a. Mastercard Foundation funding through the Lead Grantee, The Center for International Forestry Research & World Agroforestry (CIFOR-ICRAF). b. Abt Global LLC for a USAID-funded "Support for the Implementation of the Paris Agreement on Climate Change in Africa- CACCI" program. c. DT Global for a NAEB Project funded by the European Delegation of Kigali. d. Deutsche Gesellschaft fr Internationale Zusammenarbeit GmbH (GIZ) for projects funded by BMZ namely "African Agriculture Trade Monitor (AATM)", "Digitally Enabled Resilience and Nutrition Policy Innovations (DERPIn)", "GIZ-AU Extraordinary Summit and "Technical Support for the Development and Implementation of the Post-Malabo Agenda" e. International Water Management Institute (IWMI), being a Lead Grantee of a Ukama Ustawi (UU) project which was funded by Consultative Group on International Agricultural Research (CGIAR).”

However, this funding was terminated in January 2025 following the shift in USG funding priorities (2) A 6-month funding from the European Delegation of Kigali for a project titled "Review of Rwanda's National Agricultural Export Development Strategic Business Plan (SBP) 2019-2024" (3) A 14-month funding by GIZ to provide technical support for the development and implementation of the Post-Malabo Agenda (4) A 10-month funding from GIZ to support to the AU Extraordinary Summit in Kampala, Uganda, and (5) A one-year bridge funding from BMGF for the establishment of Africa Food Systems Authority (AFSA).”
“A few projects and initiatives achieved its objectives during the year hence their activities ceased as per the terms of the contracts.
